Job Summary
Join Standard Chartered Bank as a Director within the Operational, Technology and Cyber Risk (OTCR) function, acting as the Product Governance Subject Matter Expert (SME).
Reporting into the Group Chief Risk Officer (CRO), OTCR operates as the independent Second Line of Defence, safeguarding the Bank’s operations, data and technology infrastructure by ensuring robust risk management practices across the enterprise.
The Product Governance SME is a is an important role that requires solid business acumen and a detailed knowledge of key regulations, industry trends, and the ability to collate, analyse and opine on disparate information to support efforts to manage the Product Mismanagement risks, within risk appetite.
The successful candidate will combine strong regulatory knowledge, commercial acumen and analytical capability to interpret complex information, provide clear direction, and drive effective product governance across jurisdictions.
Key Responsibilities
- Act as the SME for Product Mismanagement risk across the Bank.
- Provide advisory support across the three lines of defence on governance, oversight and effective risk management practices.
- Interpret and apply regulatory requirements, translating them into clear business guidance and implementation frameworks.
- Contribute to the design, development and maintenance of OTCR policies, standards and frameworks, ensuring alignment with the Enterprise Risk Management Framework (ERMF).
- Conduct Policy Effectiveness Reviews and thematic deep dives to assess control design and operational effectiveness.
- Identify emerging and horizon risks through regulatory scanning and internal/external trend analysis.
- Support investigations, assurance reviews and remediation activities to ensure robust outcomes.
- Ensure all activities align with the Bank’s Risk Management Framework and regulatory obligations.
- Provide reporting on risk exposure and escalate material issues to governance forums.
- Collaborate with other OTCR teams to ensure consistent and effective policy implementation and oversight.
- Uphold the independence of the Second Line while fostering constructive working relationships.
Skills and Experience
- Significant experience in Operational, Technology and Cyber Risk (OTCR) within the banking or financial services sector.
- Deep understanding of Product Governance and Product Mismanagement risks.
- Strong knowledge of regulatory frameworks applicable to global financial institutions.
- Proven experience in policy drafting, implementation and oversight.
- Ability to translate regulatory requirements into practical business solutions and change initiatives.
- Demonstrated capability to identify emerging risks and advise on mitigation strategies.
- Excellent stakeholder management skills across senior, diverse and international audiences.
- Strong analytical skills, with advanced proficiency in Excel for complex data analysis and PowerPoint for executive-level communication.
- Ability to synthesise complex technical information into clear, pragmatic guidance.
- Experience operating within a Second Line Risk function is highly desirable.
Qualifications
- Degree-level qualification or equivalent professional experience.
- Completion of all mandatory regulatory and compliance training as required.
- Excellent written and verbal English communication skills.
- Ability to explain complex risk concepts in a clear, business-friendly manner and challenge constructively.
