Job Description: 

Job Summary

We are recruiting for the position of Global Head of Engineering Markets Technology at the Managing Director level. This role could be located in the UK or Singapore. This role requires a strong engineering leader with deep expertise in low latency environments, who can operate across the broader Markets Technology function to embed best practices and drive operational excellence at scale. 


As a member of the Markets Technology MT, the role holder will provide strategic and hands on engineering leadership across Markets Technology, ensuring high availability, resilience, and performance for electronic trading platforms, while improving productivity through automation and platform first capabilities. They will oversee critical cross markets initiatives, establish consistent engineering standards, reduce operational toil, and strengthen incident learning and stability. 

 

In parallel, the role will enable the safe and effective adoption of AI augmented development, delivering tangible productivity and innovation outcomes, accelerating remediation and lifecycle automation, and supporting business teams in realizing AI driven client and operational value aligned with group technology strategy.

Other key responsibilities for the role are outlined below. 

 

Strategy

•    Actively manage infrastructure performance and High Availability standards for low-latency electronic trading (colos)
•    Drive and execute the technology strategy aligned to business and group objectives, ensuring front-to-back consistency across the Markets technology stack
•    Provide cross-markets oversight on critical projects (e.g. GDCW) to deliver against agreed outcomes and identify opportunities to stream-line and improve execution success
•    Form a communities practice that leverages engineers across squads to deliver shared outcomes and avoid duplication (e.g. cloud adoption, End of Life (EOL) remediation)
•    Lean in on difficult engineering challenges, stability hot-spots or struggling programs and provide hands-on engineering leadership guidance
•    Establish and drive forward roadmap for productivity improvements, reduce risk, improve controls, identifying challenges and delivering solutions to remove manual processes and overheads at every level in the SDLC

AI & Innovation:

•    Support the safe and effective adoption of AI augmented development, ensuring guardrails and observability that amplifies strong engineering practices.
•    Support cross-markets/group innovation in automation of EOL and Common Vulnerabilities and Exposures (CVE) remediation through tooling development and best practices.
•    Drive tangible AI-enabled productivity or product capability gains.
•    Support business teams in understanding the art of the possible and in bringing coherent AI solutions to fruition, supporting innovative solutions, client personalisation and improved operational efficiencies - supporting and contribution to group-wide core platform strategies

 

Business

•    Build solid partnerships with group Markets business teams and T&O architecture teams to support effective delivery in line with T&O strategic goals. Role holder represents T&O and Markets Technology at business meetings and/or committees, as required
•    Ensure consistency and reusability of common assets across the Markets businesses and experiences. Drive a platform-first operation model in conjunction with architects: build re-usable, asset agnostic capabilities, promoting and pulling to and from the core as warranted
•    Lead inputs to investment planning/prioritisation with the Markets business and T&O. Work with business partners and establish SLO/SLAs

 

Processes

•    The role plays an essential aspect to embed Agile development and DevOps implementation across Markets Technology. This role will work closely with the Markets Technology Engineering teams and the Enterprise Architecture teams to drive adoption and standardisation across the SDLC
•    Responsible for compliance with processes, and automation using tools such as Azure DevOps required to deliver the objectives. 
•    Ensure baseline engineering standards covering High Availability, resilience, observability and DevOps maturity
•    Drive adoption of best practices, technology standards, automation and methodologies. Oversee continuous improvements in operational stability and incident learning

People & Talent

•    Provide technical consultancy, guidance and leadership to the Markets Technology engineering community and respective technology partners (Enterprise Architecture) involved with solutions delivery
•    Attract, employ and retain high quality engineers and experienced to deliver new digital experience for our customers, build a fully Agile development organisation, and promote team diversity across technical capability, background, gender and race.
•    Lead through example and build the appropriate culture and values. Sets appropriate tone and expectations for their team and work in collaboration with risk and control partners.
•    Ensure the provision of ongoing training and development to deepen engineering capability across the Markets Technology organisation. Ensure software engineers are skilled in the tools and skills required to maximize effectiveness, including DevOps, AI, Cloud, Java, Web, Mobile, MicroServices etc
•    Ensure a well-defined, and structured engineering career path

 

Risk Management

•    Proactive in seeking regular assurance that Markets Technology are performing to an acceptable risk and control standard.
•    Act quickly and decisively when any risk and control weakness become apparent and ensure they are addressed within an appropriate timeframe and escalated through the relevant committees.
•    As required, act as the risk control owner under the Group’s risk management framework at the appropriate level.
•    Include all necessary internal, legal and regulatory controls through the development of the Markets Product requirements.
•    Balance business performance delivery and cost management constraints with risk and control matters to ensure that they do not materially threaten the Group’s ability to remain within risk appetite.

Governance

•    Attend Architecture councils (where relevant), ensuring compliance with Architecture Principles and adherence to the Architecture Roadmap. Embed the Group’s values and code of conduct in the Markets Technology domain to ensure that adherence with the highest standards of ethics and compliance with relevant policies, processes and regulations.
•    Ensure compliance with the highest standards of regulatory and business conduct and compliance practices as defined by internal and external requirements. This includes compliance with local banking laws and anti-money laundering regulations and guidelines.
•    Manage the Markets Technology Domain’s schedule and scope dependencies agreed with the Product Owners in the Business Segment
•    Responsible for delivering ‘effective governance’; capability to challenge fellow executives effectively; and Willingness to work with any local regulators in an open and cooperative manner.
•    Represent Markets Technology at relevant Process Governance Committees

Qualifications

•    Relevant degree or equivalent in Engineering or related field
•    Significant technology banking experience, preferably in markets. Expertise in latest technology stack and exposure to fin tech operating model
