Job Description: 

Job Summary

The Global Head of Senior Managers Regime (SMR) & Conduct Rules is responsible for leading the Bank’s first line of defence (1LOD) framework to ensure compliance with UK regulatory requirements under the Senior Managers and Certification Regime (SMCR).

This role oversees the governance, implementation, and continuous enhancement of SMR and Conduct Rules frameworks, ensuring clear accountability across senior leadership and adherence to regulatory expectations set by the Prudential Regulation Authority and Financial Conduct Authority.

The position acts as a trusted advisor to Senior Management Function (SMF) holders, supporting effective and appropriate delegation, oversight, and conduct while maintaining robust regulatory engagement, documentation, and reporting.

Key Responsibilities

  • Support SMFs in all aspects of the SMR regime, including regulatory submissions and notifications to the UK Regulators, the PRA and FCA.
  • Manage the firm’s SMR regulatory artefacts in accordance with the regulatory rules, including the Management Responsibilities Map and Statement of Responsibilities.
  • Support the SMFs and their teams in applying SMR principles in their areas of responsibilities, to demonstrate appropriate control and delegation.
  • Provide thought leadership and practical advice on all aspects of the Senior Managers Regime, including on organisational changes, delegation, handovers, and regulatory requirements e.g. supervisory statements.
  • Support the Group’s Conduct Rules process, ensuring all required regulatory submissions and notifications are undertaken.

 

Business & Stakeholder Engagement

  • Partner with global and regional stakeholders to ensure effective adoption of the SMR and Conduct framework.
  • Evaluate the robustness of arrangements between SMFs and recommend areas for improvement where required. 
  • Deliver improved service and transparency for internal and external stakeholders, including senior leadership and regulators.

 

Process & Controls

  • Design, implement, execute, and maintain robust processes and controls to support SMR and Conduct activities.
  • Undertake process improvement activities to address issues and inefficiencies.

 

Risk & Compliance

  • Ensure alignment of SMR and Conduct with regulatory requirements.
  • Embed a strong understanding of SMR and Conduct related regulatory obligations across the Group.
  • Identify, escalate, and mitigate risk and compliance issues.

Skills and Experience

Essential

  • Outstanding drafting skills, and ability to explain complex and technical issues in a clear and concise manner. 
  • Outstanding attention to detail.
  • Ability to make sound decisions confidently and promptly.
  • Ability to collaborate and work dynamically across a broad range of stakeholders. 
  • Demonstrable experience of providing practical advice on external rules and regulations. 
  • Successful record of building personal credibility and managing relationships with senior stakeholders. 
  • Demonstratable process design, process improvement and execution skills.

 

Desirable: 

  • A sound understanding of international banking. 
  • Prior experience of working on Compliance, Risk and Governance matters.

Qualifications

Essential

  • Prior experience of working on the Senior Managers Regime and/or dealing with regulators.
  • Ability to interpret complex regulatory requirements and embed into BAU processes.
  • Ability to maintain confidentiality, demonstrating high levels of discretion and integrity.
  • Excellent knowledge of risk management and governance frameworks
  • Excellent knowledge of MS Office, including Microsoft PowerPoint, Word, and Excel. 
  • Ability to work collaboratively across global teams in a dynamic environment.

Desirable

  • Experience of regulated roles frameworks.
  • Educated to degree level or equivalent, legal education/background would be very beneficial.
