Job Summary
We are seeking a highly capable and strategically minded Governance Strategy Lead to support the next phase of the Cluster Governance Refinement Programme at Standard Chartered Bank. The Governance Strategy Lead is a senior leader within the Governance Enablement Office (GEO), responsible for shaping and embedding the GEO vision across the Group. GEO’s mission is to give the organisation a VOICE – delivering Visibility, Optimisation, Integration, Culture, and Enablement in governance. The role partners with senior stakeholders to design and operationalise lean, technology-enabled governance frameworks, drive digital and cultural transformation, and ensure that governance is a source of competitive advantage. The Governance Strategy Lead will champion the adoption of AI and automation, embed disciplined meeting practices, and act as a cultural catalyst for outcome-focused, future-ready governance. This is a rare opportunity to shape the bank’s approach to governance at scale, ensuring that our forums are lean, decision-oriented, and genuinely enable execution.
Key Responsibilities
• Lead the design and operationalisation of the Governance Enablement Office (GEO), ensuring alignment with the Group’s strategic goals and the VOICE framework.
• Define the GEO mandate, structure, and operating model, including tooling, reporting lines, and engagement models with businesses, functions, countries, and clusters.
• Develop and implement a group-wide governance framework that aligns recurring meetings with purpose, value, and execution capability, supported by standardised templates and global guidelines.
• Partner with senior stakeholders to develop, enhance, and implement target operating models for execution of oversight, risk management, and decision-making processes for global governance themes (e.g., Third Party Risk Management, Conduct, Client Experience Management, Data Risk Governance).
• Ensure governance processes are outcome-focused, efficient, and consistent across all verticals (Risk, CFCC, Business, Ops, etc.).
• Identify, design, and deliver AI-driven capabilities such as Governance Intelligence Hub, Zero-Based Governance Bot, and Pack Streamlining Assistant to materially reduce governance costs and improve decision velocity.
• Serve as subject matter expert for governance optimisation, providing thought leadership, best practice guidance, and innovation leadership.
• Identifying governance gaps that could lead to regulatory breaches, strategic misalignment, or operational inefficiency.
• Proactively flagging risks from meeting proliferation, duplication, or decision-making delays.
• Working with Risk, CFCC, and Operational Risk teams to embed governance risk controls into the GEO operating model.
• Maintaining auditable records of decisions and ensuring they are traceable to accountable individuals.
• Build strong partnerships with senior leaders across the Group to ensure buy-in and adoption of the GEO model and VOICE framework.
• Facilitate workshops and working groups to co-create governance and AI-enabled solutions with stakeholders.
Qualifications
• Relevant experience in governance, regulatory change, risk management, strategy, or transformation roles in financial services.
• Proven ability to design and implement enterprise-wide frameworks, processes, and technology-enabled solutions.
• Exposure to risk and control environments, enterprise policy frameworks and strong understanding of regulatory governance requirements (e.g., SMR, board governance, risk committee structures) is highly desirable.
• Experience partnering with senior stakeholders on operating models for cross-cutting governance themes.
• Demonstrated experience in innovation, technology adoption - AI use case implementation preferred.
• Exceptional stakeholder management and influencing skills.
• Highly organised with the ability to management multiple priorities in a complex environment.
