The Head of Global Markets Regulatory Operations & Controls is a senior leadership role responsible for the implementation, execution, and ongoing management of regulatory operational requirements across Global Markets. The role has end-to-end accountability for regulatory implementation, regulatory controls, and trade and transaction reporting, ensuring the firm meets global and local regulatory obligations across all asset classes and jurisdictions.

This role serves as a critical interface between Global Markets, Operations, Compliance, Technology, Risk, and external regulators, ensuring regulatory change is translated into effective, sustainable operational processes and controls

Key Responsibilities

Business

Regulatory Implementation
•    Lead the operational implementation of new and evolving Global Markets regulations across regions (both global and local regulations).
•    Translate regulatory requirements into executable operating models, processes, and control frameworks.
•    Partner with Global Markets COO, Compliance, Legal, Technology, and Front Office to ensure timely and accurate regulatory adoption.
•    Manage, in concert with Markets COO, regulatory change portfolios, including prioritization, delivery tracking, and dependency management.

 

Regulatory Controls
•    Own the regulatory operational control framework for Global Markets, including preventative and detective controls.
•    Ensure effective monitoring, issue identification, escalation, and remediation of regulatory breaches.
•    Design and maintain controls to support regulatory accuracy, completeness, and timeliness.
•    Provide management information, metrics, and attestations to senior management.

 

Trade and Transaction Reporting
•    Oversee global trade and transaction reporting operations across asset classes and jurisdictions.
•    Ensure accurate, complete, and timely reporting to regulators and trade repositories.
•    Manage reconciliations, exception handling, resubmissions, and regulator inquiries.
•    Ensure reporting logic, data sourcing, and controls remain compliant with regulatory requirements.

Processes
•    Drive automation, data quality improvements, and technology modernization within regulatory operations.
•    Partner with Technology to define regulatory system roadmaps, enhancements, and control automation.
•    Improve transparency, efficiency, and sustainability of regulatory processes.

•    Lead, develop, and retain a global regulatory operations organization.
•    Build a strong leadership bench and succession pipeline.
•    Foster a culture of accountability, control ownership, and regulatory excellence.
•    Champion diversity, equity, and inclusion.

 

Risk Management
•    Establish and maintain strong governance frameworks, policies, and procedures for regulatory operations.
•    Act as a senior escalation point for regulatory reporting and control issues.
•    Lead responses to regulatory exams, internal audits, and external reviews.
•    Support regulatory engagement and remediation programs.

 

Regulatory & Business Conduct
•    Display exemplary conduct and live by the Group’s Values and Code of Conduct. 
•    Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct.
•    Effectively and collaboratively identify, escalate, mitigate and resolve risk, conduct and compliance matters.

Key stakeholders
•    Act as a key operational partner to Compliance, Risk, Legal, Technology, and Global Markets leadership.
•    Represent Regulatory Operations in senior governance forums and regulatory working groups.
•    Manage relationships with trade repositories, vendors, and external service providers. 

Qualifications

•    Bachelor’s Degree or equivalent in Finance, Business, Economics, or a related discipline required
•    Advanced Degree (MBA Or Equivalent) Preferred.

Skills and Experience

•    Deep expertise in regulatory controls, governance, and risk management.
•    Solid presentation and communication skills and ability to communicate at all level of the organization.
•    Deep expertise of G20 Compliance requirements 
•    Strong strategic thinking combined with execution discipline.
•    Strong transformation, data, and technology-enablement experience.
•    Strong understanding of global market infrastructure, margining, and regulatory clearing requirements.
