Title: Head of Surveillance Data and Optimization

Job Summary
Head of Surveillance Data and Optimization manages teams across different geographies and is accountable for all the Surveillance related Data Ingestion, Data Quality and Trade Surveillance related optimization functions. The roles and responsibilities include:
• Spearheading the development of innovative methods of Surveillance Data Ingestion, Data Quality and Trade Surveillance Optimisation.
• Provide leadership and direction to the Data and Optimisation team members across geographies for all key activities.
• Timely mitigation and resolution of risks and issues, establishments of effective controls, in collaboration with all relevant stakeholders across functions.
• Accountable for the surveillance inputs and mapping to the Market Abuse Risk Assessment (“MARA”) including updates where Compliance Surveillance is informed of business changes / new products. This will include the review of the surveillance programme (across all products) with gaps identified inputted into the Compliance Surveillance book of work.
• Assisting and providing support to Global Head of Compliance Surveillance and other Surveillance POs, working closely with CFCC Advisory to determine the prioritization of the Trade Surveillance book of work and executing in accordance with said decisions.
• Lead the completion of trade surveillance coverage, effectiveness and efficiency reviews across the programme and ensuring the output is mapped back to the MARA and corresponding BoW.
• Work with calibration team on the prioritization of calibration sprints and providing business support and detailed testing to analytics team for more detailed and granular calibration sprints. This will align calibration to the programme, and overarching market abuse risks. The work will be completed alongside BAU SMEs to ensure that product knowledge and BAU feedback is maintained. The team will document and evidence the rationale for changes / decisions made.
• Working alongside Trade Surveillance team, CFCC Advisory, Change Mgmt Team for ongoing prioritization and costing.
• Leading design of solutions for residual risks across business-lines, including BRDs, tactical manual surveillance and project related work.
• Take leadership in the relevant Regulatory interactions, Audit and Assurance reviews for Surveillance.
• Active participation in the leadership forum for surveillance and support Global Head of Compliance Surveillance
• Represent Data and Optimisation in internal forums including Surveillance Controls Forum, GCSF, PGSC and others.
• Represent Data and Optimisation with external counterparties, including but not limited to auditors, regulators etc.
Key Responsibilities
• Help the Group meet its commitment of being “Here for Good” by building a sustainable compliance framework that places regulatory and compliance best practice standards in the aspect of Data Ingestion, Data Quality, Trade Surveillance Optimization, and a culture of appropriate conduct at the forefront of the Group’s agenda
• Maintain constructive and effective relationships with Business, CFCR, Technology and Process owners.
• Maintain independence, deliver timely responses, and timely escalation of risks and issues in Data ingestion and data quality, where feel risk management tolerance of the firm are exceeded
• Collaborate with ITO and Change to deliver the Surveillance priorities and maintain business communications with both on squads, capacities, budgets etc.
• Leading and reviewing design of BRDs for automated surveillance scenario design.
• Leading the design and publishing of tactical solutions within manual surveillance to capture gaps identified above.
• Awareness and understanding of various market abuse regulations globally in which the Group operates. Understanding the Group’s business strategy as well as Compliance surveillance mandate in supporting the business.
• Build and maintain an effective and constructive relationship with all key business and functional stakeholders to enable the business and functions to meet/ achieve their strategic tactical objectives.
• Lead and review of new businesses and venues (VIGO – VIRA) and working alongside the Compliance Surveillance technology and Surveillance Analytics teams to implement into the surveillance programme (subject to prioritization).
