Job Summary

Strategy


•    Maintain the highest professional financial management standards in the Bank
•    Support the CFO in interpreting, communicating and meeting local regulatory requirements
•    Contribute in the management of the bank's assets and liabilities Asset and Liability Committee (ALCO) and Data Governance meetings
•    To provide the financial input for the formulation of the Bank's Strategic Plan
•    Initiate and co-ordinate the formulation of the annual operating plans and budgets and monitor progress towards their achievement, drawing attention to important trends, and to opportunities to maximise income, reduce cost and minimise risk
•    Monitor the operational and capital expenditure programmes to ensure adherence to budgeted limits


Business


Balance Sheet Management
•    Ensure the effective management of the business's capital and balance sheet structures including funding, liquidity, currency and market risks etc. 
•    Assist in the preparation of the ICAAP document and obtain the necessary approvals before submission to the regulator 

 

Audit and Controls
•    Manage relationship with External Auditors including the negotiation of the scope of the audit, general liaison, the clearance of audit work and responding to and following up management letters.
 

Business Partnering
•    Provide support to the Business Unit / Segment heads in the formulation of marketing plans, budgets, business development, product development and the analysis of the operational business trends for the achievement of overall plans and objectives.
•    Improve the understanding of financial management issues by Business Unit/Segment Heads, Financial Managers and other Senior Managers within the Business.

 

Tax
•    Ensure that the taxation affairs of the Bank are planned and managed so as to optimise the Group's position.

 

Technical Knowledge
•    Keep in touch with local, UK and international accounting developments through membership of professional bodies and contact with other members of the profession.
 

Processes


•    Delivery of country budgets and strategic business plans.
•    Accurate and timely delivery of Group and local management reports 
•    Adherence to the Bank's Policies on financial and risk management, efficient balance sheet and capital management.

•    Provide leadership in Finance to comply with the highest standards of regulatory and business conduct and practices as defined by internal and external requirements. Understand and ensure compliance with, in letter and spirit, all applicable laws, regulations and guidelines including those governing securities activities, company law, anti-money laundering, terrorist financing and sanctions; the Bank’s policies and procedures; and the Bank’s Code of Conduct.  Take personal responsibility for understanding the risk and compliance requirements of the role. Effectively and collaboratively identify, escalate, mitigate and resolve risk and compliance matters.
•    Embed the Bank’s Values and Code of Conduct to ensure adherence with the highest standards of ethics.  Comply with relevant policies, processes and regulations, as part of the culture.  Lead by example by displaying exemplary conduct behaviours and take personal responsibility for:
o    the conduct of individuals in Finance by ensuring behaviours set out in the Bank’s Code of Conduct are followed.
o    Finance achieving the outcomes set out in the Conduct Principles and Pillars.
o    both direct and indirect/dotted line managers are individually accountable to proactively communicate, collaborate and agree on the conduct ratings of employees.

 

Risk Management


•    Ensure the effective application of risk identification, measurement and modeling capabilities which are objective, consistent and compliant with Group standards and local regulations.
•    Maintain an effective communication of risk control parameters, including policies, control standards, risk exposure limits and other control levers to comply with local regulations and practices and ensure that the bank's risk profile for these risk types are consistent with the overall risk appetite set by the Board
•    Obtain assurance regarding effectiveness of controls and compliance with applicable laws and regulations


Governance


•    Reporting on Group performance and compliance with plans and budgets.

•    Display exemplary conduct and live by the Group's Values and Code of Conduct. 
•    Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. Our Ideal Candidate

  • Has a Bachelor's Degree in Accountancy
  • A Certified Public Accountant
  • Has at least 5 years work experience in Financial Reporting, General Accounting, Balance Sheet Management, Regulatory Reporting, preferably gained from a Bank or large commercial organisation.
  • Has thorough knowledge of Generally Accepted Accounting Principles (GAAP), taxation, and banking and exchange control legislation.
  • Has superior knowledge and experience in utilization of Information Technology in modern business.
  • Has good communications, interpersonal and leadership skills.
