Job Description: 

Job Summary

This is a contract role for a short duration of 6 months. 

 

  • The Manager, HR Specialist Delivery role at Standard Chartered Singapore is a pivotal position responsible for providing comprehensive end-to-end operational HR support. This role ensures the smooth execution of HR processes throughout the employee lifecycle, covering everything from onboarding to offboarding. By partnering closely with multiple HR disciplines such as Rewards, HR Advisory, HR Business Partners, and Centres of Expertise, the role delivers service excellence with unwavering attention to accuracy, consistency, and compliance.
  • With a strong focus on risk management and adherence to the highest standards of governance, this position not only drives operational efficiency but also supports strategic HR initiatives such as transformation programs and system implementations. The role champions a collaborative approach, engaging with key stakeholders to uphold company values, embed ethical business conduct, and promote a culture of continuous improvement within the HR function.

 

Key Responsibilities

 

  • Strategic HR Delivery: Champion awareness and understanding of the Group and Country HR Scorecard, embedding the Specialist Delivery HR target operating model, ensuring alignment with evolving organisational objectives.
  • Operational Excellence: Serve as a trusted adviser to HR Centres of Expertise within Singapore, providing expert guidance on operational HR matters and taking ownership of implementing changes to policies, procedures, and processes locally.
  • Project Implementation: Lead and coordinate the deployment of both locally and globally driven HR projects, including HR Transformation programs and HR systems implementation, ensuring minimal disruption and maximum stakeholder engagement.
  • Risk and Compliance Management: Proactively identify and manage risks related to HR service delivery, maintain compliance with Operational Risk and regulatory frameworks, and support statutory and internal audits to uphold organisational integrity.
  • Governance and Oversight: Oversee payroll and taxation processes to ensure accuracy and compliance, additionally managing locally administered benefits processes with robust governance practices.
  • Regulatory and Ethical Conduct: Model exemplary behaviour and enforce adherence to the Group’s Values, Code of Conduct, and all applicable laws and regulations, fostering a culture of integrity and transparency.
  • Stakeholder Engagement: Collaborate closely with HR Centre of Expertise Heads, HR Risk & Compliance Managers, and various internal stakeholders to align on operational objectives and service delivery standards.
  • Additional Duties: Contribute to ad-hoc country HR projects and initiatives, ensuring compliance with local laws and Standard Chartered internal policies while actively participating in continuous improvement efforts across the HR function.

 

Skills and Experience

 

  • Extensive experience within a generalist HR function, specifically supporting complex HR operations in financial services or similarly regulated industries.
  • IHRP-CP qualification is a desirable asset, demonstrating a commitment to HR professionalism and continuous learning.
  • Proven proficiency in risk management frameworks and internal control mechanisms within HR operations, showing a vigilant approach to compliance and mitigating potential risks.
  • Strong project management skills with a track record of delivering HR transformation initiatives and system implementations effectively.
  • Excellent stakeholder management and communication capabilities, able to collaborate across diverse teams and influence decision-making at different organisational levels.
  • Sound knowledge of employment legislation and regulatory requirements within Singapore and the broader ASEAN region.
  • Highly organised with the ability to manage multiple priorities simultaneously, delivering quality outcomes within tight deadlines.
  • Demonstrated commitment to upholding ethics, integrity, and confidentiality in all aspects of human resources work.

Our Ideal Candidate : 

  • Bachelor’s degree or equivalent qualification in Human Resources or related field.
  • IHRP Certified Professional (IHRP-CP) qualification is preferred, demonstrating recognised HR competency standards.
  • 8+ years of experience working in a human resources generalist role, ideally within the financial services sector, with exposure to operational HR and risk management.
  • Strong understanding and demonstrated application of HR risk and compliance requirements, alongside experience in driving internal controls within HR processes.
  • Professional certifications in project management or risk management will be advantageous.
