Job Summary
• The Bank operates across a wide network of markets and this global network offers significant competitive advantage by creating opportunities for cross border booking activities, particularly in providing booking location options where it is most optimal to do so, from a broad set of considerations that include client, regulatory, capital and liquidity, legal, tax and operational support perspectives.
• The offshore booking locations were setup in several footprints to support the Group’s overall strategy of remaining core to our clients and meeting their needs by optimising liquidity and capital resources. The Hong Kong International Booking Desk (HK IBD) is an important team within the Group set up to support this strategy

Processes
• Collaborate and liaise with Originating units, IBSM team, CPM, HK Business and Functions Heads for deals booked in HK IBD:
• Prepare comprehensive and clearly written applications to seek local booking approvals from HK Credit on a timely and effective basis and with key risk being identified and all Hong Kong specific requirements completed
• Engage in the whole process by working with relevant internal departments including Credit, Credit Documentation Unit, Legal and Compliance for approval, documentation and compliance requirements.
• Work with relevant operations departments including Credit Risk Control and Loan Processing Unit on execution, drawdown and monitoring.
• Ensure full compliance with relevant internal policies and procedures.
• Ongoing monitoring and management of the deals with OU RM/relevant product partners.
• Arrange periodical review to ensure controls continue to be effective and the Key Control Indicators and Key Risk Indicators are reported correctly and remain appropriate.
• Responsible for returns in relation to the portfolio.
Risk Management
• Arrange periodical review of all processes under own responsibility to ensure that all material risks and potential failure points are identified, assessed, mitigated, monitored and reported as required by the Offshore Booking – Governance and Roles & Responsibilities Policy, HK International Desk Offshore Country Addendum, Operational Risk Framework and supporting procedures, documents, etc.
Governance
• Arrange periodical review to confirm that applicable external laws and regulations and internal policies, procedures, limits and other risk control requirements are implemented.
• Prepare MIS pack for regular governance meetings and portfolio management.
• Prepare the monthly Governance Management Group meeting pack, facilitate the discussion and follow up action items
• Follow the protocol and ensure HK regulatory and governance requirements are adhered to; make escalation to HK Business and/or Function heads on potential risks
Regulatory & Business Conduct
• Display exemplary conduct and live by the Group’s Values and Code of Conduct.
• Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct.
• Lead the HK IBD team to achieve the outcomes set out in the Bank’s Conduct Principles
• Effectively and collaboratively identify, escalate, mitigate and resolve risk, conduct and compliance matters.
Key stakeholders
• Originating Units for Deals booked in HK IBD; IBSM team; CPM; HK Business and Function Heads (Risk, Credit, Finance, Legal, Tax)
Requirements
• Bachelor degree in Banking or Finance preferred.
• Ideally 5+ years experience in banking or other relevant sectors
• Languages: English and/or local language skills as relevant to country requirements
