Job Description: 

Job Summary

Take personal responsibility and accountability for understanding the risk and compliance requirements of my role. Understand and comply with applicable laws and regulations, the Groups policies, procedures and the Group Code of Conduct. Effectively identify, escalate, mitigate and resolve risk and compliance matters. Contribute to a culture in which all stakeholders feel safe to raise concerns and where risk and compliance matters are addressed and misconduct appropriately dealt with. 

•    Adherence to laws and regulations, internal risk and compliance policies and the Group Code of Conduct by developing and managing a sustainable and scalable regulatory operations capability. 
•    Timely completion of all mandatory risk and compliance training, including e-learning by the set deadlines.
•    Proactive identification and reporting of risks and concerns
•    Mitigation of risks and resolution of issues in a timely manner including developing suitable controls and measuring their effectiveness. 
•    Completion of all mandatory risk and compliance training and related compliance acknowledgements by each member of your team by the set deadlines
•    Provide regular status reports on productivity, escalate and solve issues that arise, working together with internal teams to take corrective action as needed.
•    Perform comprehensive review and gap assessment on impacted Bank Policies and Standards and diligently ensure all possible risks are governed well.
•    Work with Group & Country Heads of Business & Mule, and relevant Functional Heads to drive the design, implementation, and maintenance of mule related process through NFRF & CFCRC Governance Framework.  
•    Drive business Mule Risk governance by working with Business Heads and Risk Owners to identify and resolve existing risks, trend and horizon risks that is unique to mule.   
•    Collaborate with relevant HoD in identifying and driving initiatives designed to increase awareness, operating efficiency and strengthen first line combat mule risk.  
•    Support transformational change initiatives to ensure client and business segment are protected.

Key Responsibilities

Strategy
•    Perform relevant management functions i.e., execute, monitor, control and close on all supports relating to CDD Operations and Mule.
•    Be the liaison point between CDD, CFCC, FRSC, FRM, Business Product Team, Retail Analytics, Group TMX team, Group AFD team and internal teams; ensure the deliverables are meeting the agreed timeline and vet through deliverables to ensure that projects are executed to the intention parties.

Business
•    .  WRB, Malaysia

Processes
•    Work with WRB relevant stakeholders to deliver and maintain optimal risk standards for Mule Process that are fit for business purpose and growth within the market that we served.
•    Work closely with the relevant mule supporting team such as TMX, AFD, FRSC team to ensure relevant UAT/UVT is performed, and outcome is reviewed in accordance with agreed process flow.  All the defects found during UAT/UVT to be monitored for fixes before rules are deploy into Production.
•    Review and work closely on relevant documents for e.g., outsourcing, papers for approval for Country, Board, and the required ORA.
•    Review extensively on relevant documents for obtaining the approvals from Regulators along with the Dispensations.
•    Coordinate and prepare the relevant Process and DOI impacting mule.
•    Be the liaison personnel in participating NFRF and CFCRC Governance Forum, and co-ordinate the required meeting as per Terms of Reference.
•    Plays the role of SME in all mule related area of the project e.g., onboarding, on-going review, and the offboarding and ensure the necessary DOI is readily available prior implementation and the monitor to ensure deliverables are working as expected.
•    Be a single point of contact and provide overall governance support relating to mule of the pre and post deployment of rules.
•    Performs the required checks, investigation and controls as stipulated in DOI e.g., routine governance forum, ICE mode validations and etc.

People & Talent
•    Lead through example and build the appropriate culture and values.  Set appropriate tone and expectations from their team and work in collaboration with risk and control partners.  
•    Ensure the provision of ongoing training and development of people and ensure that holders of all critical functions are suitably skilled and qualified for their roles ensuring that they have effective supervision in place to mitigate any risks. 

Risk Management
•    Adopt Group Risk Management framework across WRB to consistently apply Policy, Standards and Assurance. Ensuring compliance with internal and external regulations.
•    Continuously reinforce control environment and compliance processes, ensuring no audit are graded worse than improvement needed and ensure closure of gaps identified in audits. 
•    Upgrade knowledge and skills through training or other means to ensure effective discharge of duties. Conversant with the mule requirements and provide support for projects or day-to-day operations on mule activities.
•    Supports the country segment to execute responsibilities as outlined in Mule Playbook and its relevant standards.   
•    Maintaining a strong and appropriate control environment covering WRB businesses  
•    Restricting business if existing infrastructure and processes, capacity or capability are not fit to execute business within mule risk tolerance, regulatory standards or growth aspirations. 
•    Reinforce an effective and exemplary risk and control culture and further strengthen the control environment.  
•    Act to minimize operational loss and audit failures and take proactive measures to respond to matters arising and identify and manage forward looking risks. 
•    Identify and report all exceptions on non-compliance and weakness inherent in the standard controls via regularly assess existing business key controls to ensure the level of controls remains cost effective, efficient, and relevant.
•    Processes are optimised and assist in right-shoring as aligned to Group cost strategy by establishing centre of excellence.  
•    Support the initiatives to simplify processes and controls. 

Regulatory & Business Conduct

•    Display exemplary conduct and live by the Group’s Values and Code of Conduct. 
•    Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct.
•    Effectively and collaboratively identify, escalate, mitigate and resolve risk, conduct and compliance matters.

Qualifications

•    Prior hands-on experience in mule and AML/CDD.
•    10+ experience in banking with prior hands-on fraud risk experience 
•    Proven interpersonal skills in managing senior management team.
•    The sound judgement and courage necessary to perform a risk and control role and maintain effective working relationships
•    Strong communication skills
•    Strategic mindset and with a macro dimension of business.
•    Good knowledge of specific area of business/product with a broad understanding of banking business.
•    Strong analytical skills and ability to make decisions.
•    Good business judgment and strong in mule and AML/CDD risk management
•    Graduate professional.
