Job Description: 

Job Summary

Lead the enterprise-wide Data Quality Controls capability, driving governance, adoption, monitoring and continuous improvement across Business Functions and Domains.
The role is accountable for embedding a sustainable operating model that supports regulatory compliance, strong data controls and effective oversight across critical data assets.
The Senior Manager partners with Domain CDOs and their delegates, Technology teams and Second Line of Defence stakeholders to drive control adoption, resolve data quality risks and mature the Data Quality control environment across the organisation.
The role provides enterprise leadership for Data Quality Controls, establishes effective governance and reporting, and drives consistent control design, implementation, monitoring and remediation across the organisation.

Key Responsibilities

Data Quality Controls Strategy & Governance
•    Own and evolve the enterprise Data Quality Controls framework.
•    Define and maintain enterprise standards for Data Quality Control design, documentation, implementation and monitoring.
•    Act as the central point of leadership for Data Quality Controls across Business and Functional domains.
•    Establish governance mechanisms to monitor progress, escalate risks and support remediation activities.
Control Adoption & Execution
•    Lead the ongoing adoption of Data Quality Controls across all Domains and Business Functions.
•    Partner with Domain CDOs to ensure timely registration, maintenance and periodic review of controls within the Metadata Management platform.
•    Provide expert guidance and quality assurance on control design and documentation.
•    Manage control onboarding and drive consistency of implementation across the organisation.
•    Track adoption plans and intervene where delivery risks or dependencies may affect timelines.
Coverage Assessment & Remediation
•    Lead enterprise-wide gap analysis of Data Quality Control coverage across BCBS 239 Critical Data Elements and key regulatory data assets.
•    Establish repeatable methodologies to identify control gaps and prioritise remediation activity.
•    Develop and oversee remediation plans to strengthen control effectiveness and regulatory compliance.
•    Continuously assess opportunities to enhance control coverage, effectiveness and automation.

Stakeholder Management & Leadership
•    Build strong partnerships with Domain CDOs, Technology teams and Second Line of Defence stakeholders.
•    Influence senior stakeholders and governance committees to drive adoption and accountability.
•    Lead cross-functional working groups and governance forums focused on Data Quality Controls.
•    Act as a trusted adviser on Data Quality Controls, regulatory expectations and governance best practices.
Tooling, Monitoring & Reporting
•    Own the Data Quality Controls reporting and management information framework.
•    Define and track operational KPIs and performance metrics for control adoption and effectiveness.
•    Partner with Technology and MDM teams to embed Data Quality Control metrics into strategic dashboards and monitoring platforms.
•    Deliver executive-level reporting and insights to senior management and governance committees.
•    Drive automation opportunities to improve reporting, coverage assessment and control monitoring.

Qualifications

•    10+ years of experience in Data Management, Data Governance, Data Quality, Risk Management or Regulatory Data programmes.
•    Proven experience establishing and leading Data Quality or Data Governance functions within a large financial institution.
•    Strong knowledge of BCBS 239, data risk management, control frameworks and regulatory expectations.
•    Experience designing and implementing enterprise Data Quality Controls.
•    Demonstrated success leading large-scale regulatory or transformation programmes across multiple business domains.
•    Experience working with Metadata Management platforms.
•    Strong executive stakeholder management skills.
•    Experience leading and developing high-performing teams.
