Job Description: 

Job Summary

•    The role is responsible for managing the Group Internal Audit & Investigations function’s (GIAI) financial planning, budgeting, and forecasting processes in collaboration with Group Finance, and providing high-quality financial insight to the Audit Executive Team. The role also oversees the supplier management lifecycle – from contracting and budgeting to performance monitoring – for co-source providers, technology vendors, and smaller suppliers such as training partners. Additionally, the role ensures robust management of intra-group outsourcing arrangements across the Group in accordance with regulatory and policy requirements.

Key Responsibilities

Strategy
•    Lead the annual budgeting and rolling forecast processes for the Audit function, ensuring alignment with Group Finance timelines and standards.
Business
•    Liaise with Group Finance to agree budget allocations and understand cost drivers.
•    Provide insightful financial analysis, reporting, and commentary to the Audit Executive Team to support strategic decision-making.
•    Own end-to-end supplier management GIAIs vendors, including co-sourced audit partners, technology solution providers, and smaller vendors such as training and consulting firms.
•    Oversee intra-group outsourcing arrangements involving audit services across Group entities.
•    Act as liaison with relevant internal stakeholders (e.g. Risk, Legal, Compliance) to manage outsourcing risks.
Processes
•    Monitor actual spend vs. budget, highlighting variances and proposing corrective actions where needed.
•    Manage cost allocations, accruals, and recoveries across geographies and business segments.
•    Ensure contracts are appropriately structured, monitored, and reviewed, with clear performance metrics and commercial terms.
•    Conduct periodic supplier performance reviews and support contract renewals or transitions as required.
•    Work with Legal, Procurement, and Risk to ensure vendor engagements align with internal policies and external regulatory requirements.
•    Ensure compliance with Group Outsourcing policies and relevant regulatory obligations (e.g. outsourcing registers, risk assessments, documentation).
People & Talent
•    Support the initiatives to build awareness and understanding of the risk assessment process both internal and external to the function. 
•    Build strong working relationships with senior stakeholders across GIAI, Group Finance, Legal, and Procurement.
•    Mentor and coach more junior members of the team to think strategically, problem solve independently and collectively, and contribute to engaging and fun team culture

Risk Management
•    Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. This includes understanding and ensuring all financial, procurement, and outsourcing activities comply with Group and local regulatory requirements.  
•    Maintain robust audit trails and documentation for financial decisions and vendor engagements.
•    Manages data risks in compliance with the Groups Data Management Standards.
Governance
•    Support the GIAI functional strategy and Bank’s strategic priorities in delivering customer values, driving productivity, optimising cost efficiencies, facilitating #simplefasterbetter, and living the valued behaviours.
Regulatory & Business Conduct
•    Display exemplary conduct and live by the Group’s Values and Code of Conduct. 
•    Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct.
•    Lead the MI & Insight Team to achieve the outcomes set out in the Bank’s Conduct Principles. 
•    Effectively and collaboratively identify, escalate, mitigate and resolve risk, conduct and compliance matters.

Other Responsibilities
•    As part of the wider COO team, the role holder will be expected to support the delivery of the function’s priorities with ad hoc project work as required.
•    Embed Here for Good and Group’s brand and Valued Behaviours in the GIA COO team and support these across the wider function.
•    Perform other responsibilities assigned under Group, Country, Business or Functional policies and procedures.

Skills and Experience

Qualifications

•    Qualified accountant (e.g. CA, ACCA, CIMA) or equivalent experience in a finance role within financial services.
•    At least 8 years working experience in financial planning and analysis (FP&A), budget management, or cost reporting, ideally within an Internal Audit function.
•    Strong understanding of supplier and outsourcing management, preferably in an internal audit or professional services context.
•    Familiarity with procurement and contracting processes.
•    Excellent communication and stakeholder engagement skills, including the ability to influence at senior levels.
•    Good understanding of analytics, machine learning and Artificial Intelligence, and proven ability to understand problem statements and identify opportunities for use of these techniques. 
•    Outstanding communication skills, both oral, written and presentation.
