Job Summary
Reporting to the Group Chief Information Officer (Technology & Operations), the Group CIO organisation consists of c.13,000 people (primarily across India, Singapore, Malaysia, China, Hong Kong, Korea, the US and Poland) with an annual operating and investment budget of $3.2bn (across Run and Change).
The Group CIO organisation underpins the Bank’s strategic ambition to be a technology driven, data led institution. Operating as a single federated function, it delivers resilient, scalable and innovative technology for three broad client facing franchises—Corporate & Investment Banking (CIB), Wealth & Retail Banking (WRB) and Group Functions. Key accountabilities span across technology architecture, digital enablement, engineering, cyber security, data & analytics, infrastructure, cloud, and programme governance.
This role is pivotal for ensuring the seamless operation of the Group CIO organisation, providing strategic planning and proactive execution support to the Group CIO with the goal of enhancing the efficiency, effectiveness and performance of the overall function. It will also play a direct part in determining and executing strategic initiatives that drive the Group CIO’s organisational agenda.
The role will be responsible for setting up a robust governance framework within the Group CIO organisation and is able to represent the Group CIO department in non-technical forums across the bank. This individual serves as a strategic advisor to the Group CIO office, linking the leadership team and the broader organisation.
The role holder will also have the responsibility for having an overview of all Group CIO regulatory, risk and audit topics, ensuring the function operates below risk appetite and provides consistent and quality updates to other divisional stakeholders.
The role will work in close partnership with the Group CIO Management Team (MT), other functions inside T&O, especially within the T&O COO Organisation and the different Businesses (CIB, WRB) and Functions COOs the Group CIO organisation interacts with.
Key Responsibilities
Strategy
• Awareness and understanding of the Group’s Business Strategy, T&O Strategy and related strategies.
• Establish and maintain a forward-looking view of management deliverables for Group CIO and effectively leverage this information to set key meetings and committee agendas that inform and advance progress.
• Advise on, recommend and help facilitate significant strategic initiatives that advance the agenda and effectiveness of Group CIO, in partnership with key stakeholders as appropriate.
• Provide strategically aligned leadership and direction to cross-business/ function initiatives during early stages, representing and providing inputs from Group CIO organisation.
• Own and drive specific strategic initiatives required to deliver Group CIO’s organisational agenda/objectives, in collaboration with required stakeholders, such as COOs, HR, Finance, Communications, etc.
• Shape and contribute to workforce planning strategies to ensure the right capacity and skillsets of staff within the Group CIO.
• Develop and monitor the Group CIO scorecard and relevant performance metrics in conjunction with the T&O COO, which will include clear ownership and success criteria.
Business
• Awareness and understanding of the wider business, economic and market environment in which the group operates.
• Influence the Group CIO delivery responses and solutions to critical business problems.
• Ensures the Group CIO team delivers their objectives against the T&O and Business agenda and drives continuous improvements of the team’s ways of working.
• Foster collaboration and alignment within/across teams, by building alliances across senior stakeholders and deepening business/function’s stakeholder relationships, including (but not limited to): T&O COO, T&O MTs, Transformation, Finance, HR, Communications, enabling efficient and effective execution of group CIO agenda.
• Represent Group CIO function at relevant working groups / MT meetings, as required.
Risk Management
• Oversee Risk & Audit governance and ongoing events (Obsolescence, Resilience, Compliance and remediation programmes) within the Group CIO function.
• Understand risk and control environment within the team, main risks facing the governance, regulatory and performance agenda for the Group CIO and the role each individual plays in managing them.
• Identify key issues and initiate efforts to assess and drive resolution, working in collaboration with the T&O COO organisation and the CIO management team.
• Act quickly and decisively when any risk and control weakness become apparent and ensure they are addressed within an appropriate timeframe and, if necessary, escalated through the relevant committees and forums.
• Balances business performance delivery and cost management constraints with risk and control matters to ensure that they do not materially threaten the function’s ability to remain within risk appetite.
• Responsible for identifying, assessing, monitoring, controlling and mitigating risks. Also, an awareness and understanding of the main risks facing the governance, regulatory and performance agenda for the Group CIO and the role the individual plays in managing them.
• Ensure support procedures are in place and adhere to Group Security & Audit policies within the team.
Governance
• Develop and Run the governance forums of the Group CIO to ensure the function continues to operate effectively in alignment to the wider T&O and Bank’s governance framework.
• Work with Group CIO Management to maintain a forward-looking view of business and management deliverables and effectively leverage this information to set key meetings and committee agendas that inform and advance progress.
• Prepare and present reports, presentations, papers, to support discussions and decision making at various forums.
• Responsible for the management and coordination across Group CIO of all inputs to be provided for Regulatory responses and papers, ensuring timely submissions and consistent messaging, partnering with the T&O COO organisation on requests for information (RFI) from external audit partners, regulatory bodies.
• Jointly develop a communications plan, and initiatives, with the respective CIO teams and the Communications Business Partner to ensure CIO’s performance and relevant updates are actively shared across the organisation.
• Responsible for governance management of the CIO office to ensure all committee, T&O papers are reviewed and submitted on time. Ensure evidence is documented to discharge Group CIO responsibilities.
• Ensure efficient and effective alignment of Group CIO’s calendar with both internal and external priorities by working with the Executive Assistants.
People & Talent
• Champion and act as a role model of the Group’s values and culture. Lead through example and build the appropriate culture and values. Sets appropriate tone and expectations for their team and work in collaboration with risk and control partners.
• Lead and support a change in mindset, building a culture of client centricity, agility, and accountability through standardised metrics and measurement, ensuring everyone in the Bank are drivers and owners of client outcomes.
• Employ, engage, and retain high quality people.
• Ensure team structure/capacity is reviewed to enable delivery of client outcomes.
• Ensure the provision of on-going training & development, ensure that direct reports are suitably skilled and qualified for their roles and that they have effective supervision in place to mitigate any risk.
• Set and monitor job descriptions and objectives for direct reports and provide feedback and rewards in line with their performance against those responsibilities and objectives.
• Create a motivational and challenging environment for staff which is conducive to creativity and performance with customer centricity in mind.
Processes
• Oversee the Group CIO budget and headcount, working in conjunction with the respective domain Business management teams, on behalf of Group Chief Information Officer, including the Annual Corporate planning process and prioritisation of initiatives.
• Oversee the Infrastructure and Efficiency cost attributed to Group CIO (VM & Cloud Right sizing, Physical footprint, App estate, etc.)
• Develop and Run the governance forums of the Group CIO to ensure the function continues to operate effectively in alignment to the wider T&O and Bank’s governance framework.

Qualifications
EDUCATION Graduate or equivalent
LANGUAGES English
• 15+ years of relevant experience in consulting, Chief of Staff or COO area of sizeable international companies, ideally with experience in the finance sector. International exposure and ability to handle cultural diversity will be essential to this role.
• A strategic and analytical thinker with strong problem-solving skills that exhibits the ability to make balanced judgments / decisions leveraging quantitative and qualitative approaches.
• Has ability to articulate problem statements, conceptualise solutions and is prepared to ‘roll up his/her sleeves’ to get the job done.
• Proven leadership skills and ability to work as a strong team player in a multi-cultural global setting.
• Strong stakeholder management and influencing capability, including securing buy-in with senior stake holders and business leaders.
• Demonstrates ability to concurrently own and work on multiple key areas independently or in a group within a large, rapidly changing environment to deliver high quality outcomes on time, even with limited direction.
