Job Summary

Dynamic and experienced Chief Operating Officer (COO) for the private bank in Singapore. The ideal candidate will have a proven track record in operational leadership within the banking sector, strong strategic thinking, and the ability to drive transformational change & unlock efficiencies to support growth. The role supports the Singapore business by managing non-financial risk frameworks, processes, and controls to ensure client-focused solutions and articulate risks to aid business decision-making.  This individual is also responsible for leading and executing the Client Service Unit, Client Reporting Unit and the Business Enablement team globally.

Role Responsibilities

  • Identify and drive initiatives to uplift existing infrastructure and processes where capacity or capability are not fit to execute business within operational risk tolerance, regulatory standards or growth aspirations.
  • Lead and drive transformational change initiatives to enable growth and strengthen controls; these include digitization, product enablement as well as collaboration initiatives with other parts of the organization
  • Supporting the Regional Head of Private Bank in all location specific matters; Supervise the business to ensure an adequate control environment, addressing key risks of the Private Bank business (i.e., CDD, Sales Suitability, Conduct, Cross Border, etc) across SG, and supporting the business in implementing their strategy in line with Private Bank strategic growth priorities
  • Clearly articulate risks to the business to help them in their decision making and to drive a positive risk culture front to back including driving and delivering (with Client Journey Leads) relevant trainings
  • Enabling front office productivity by initiating, driving and executing business enablement initiatives; this includes new strategic initiatives across SG and HK 
  • Work across all Client Journeys and support functions in coordination with Group to ensure coherent, seamless delivery 
  • Responsible for the client reporting team globally, which involves establishing, staffing and defining the operating rhythm for this team.  The team will be responsible for enhancing delivery and execution for client related outputs such as enhancing the PvB statements, digitizing customised reports and setting up centralised team to process customised report for PvB clients globally 
  • Managing the non-financial risks framework, process and controls to drive a client focused solution.
  • Champion and act as a role model of the Group’s values and culture  
  • Lead and support a change in mindset, building a culture of client centricity, agility, and accountability through standardised metrics and measurement, ensuring everyone in Operations are drivers and owners of client outcomes.
  • Set effective metrics and standards, transparently communicating them to team members, providing feedback and rewarding employees accordingly. Set the appropriate tone and expectations for the wider team.
  • Work with the COO, Affluent & WM to execute responsibilities as outlined in the Group Operational Risk Framework
  • Maintaining a strong and appropriate control environment covering PvB businesses 
  • Ensure regulatory audit / inspections on Operations teams in country / region as well as offshore service centres are well managed. Represent the Bank as appropriate to regulators when required.

  • Ensure the ORF is fully implemented and maintained for the PvB. Ensure risk acceptances are in place where required and treatment plans (both country and group level) are tracked to meet target residual risk state. 
  • Ensure there is a framework for effective management of operational risks and in compliance with applicable internal policies and external laws and regulations across our network markets. 
  • Ensure appropriate focus on High risk and Very High risks where appropriate. 
  • Ensure process maps minimize operational loss and failures ensure appropriate focus on issues and resolutions.
  • Ensure there is a framework for effective management of Conduct and Operational risks across the PvB business and in compliance with applicable internal policies and external laws & regulations across our markets. 
  • Support key Committee meetings, to ensure quality governance on infrastructure, data and operations matters.
  • Evaluate processes across the Client Journeys within PvB to ensure controls and governance are in place for any initiatives rolled out in the Journeys.
  • Single point of contact to answer and update all queries and submissions relating to PvB governance.
  • Display exemplary conduct and live by the Group’s Values and Code of Conduct. 
  • Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct.
  • Lead the Private Bank  to achieve the outcomes set out in the Bank’s Conduct Principles
  • Effectively and collaboratively identify, escalate, mitigate and resolve risk, conduct and compliance matters.

Our Ideal Candidate

Skills & Experience 

  • 15 plus years of experience in the banking industry, prior experience in private banking preferred
  • Prior people management experience necessary
  • Sound HKMA/SFC/MAS regulatory knowledge and understanding of the private banking business.
  • Solid experience in Change Management; ability to adapt and act quickly to drive change by advocating innovative solutions 
  • Product knowledge required 
  • Self-motivated team player, excellent analytical and problem-solving skills, with the ability to articulate and resolve complex operational issues 
  • Strong interpersonal and communication skills, with the ability to build and maintain relationships with internal key stakeholders 
  • Proficiency in MS Excel, PowerPoint and Word is a must
