Job Description: 

Job Summary

•    Lead the Wealth Solutions COO function in Singapore, with end-to-end accountability for sales governance, policy and regulations adherence, operational risk, control framework, process optimisation, platform delivery, and operations management.
•    This role is responsible for translating global and regional strategy into actionable country execution, ensuring effective delivery of COO-led initiatives aligned with business objectives and regulatory requirements. It oversees end-to-end project and change management across Wealth Solutions products in Singapore, ensuring seamless implementation, strong stakeholder coordination, and compliance with regulatory and governance standards. The role drives robust risk management and control frameworks, including policy implementation, operational risk assessments, audit coordination, and incident management, while fostering a strong culture of compliance and fair dealing. In addition, it builds team capability and talent pipelines within the COO function, enhances operational efficiency, and partners closely with business, control functions, and regional stakeholders to deliver sustainable, well-governed business outcomes.

Key Responsibilities

Strategy and Business
•    Translate global/regional strategy, policies, and governance priorities into actionable country execution plans
•    Drive delivery of strategic COO initiatives, ensuring alignment with business objectives and regulatory expectations

Processes
Project implementation & Change Delivery & Business Incident Management 
•    Oversee end to end project and change management across all in country products, ensuring consistent, high quality execution and full compliance with regulatory and internal requirements.
•    Act as delegated Country Process Owner on behalf of the WS Head, reviewing and endorsing project documentation to support business sign off.
•    Ensure programme deliverables are effectively integrated into the Singapore operating environment to enhance process efficiency, minimise rework, and realise intended benefits.
•    Drive successful project rollouts by ensuring regulatory compliance, comprehensive training, and effective stakeholder engagement across all impacted areas.
•    Ensure all initiatives adhere to country change governance requirements, with strong coordination across local and regional stakeholders to enable seamless implementation.
•    Lead and manage the WS COO team responsible for business-led system incident management, providing guidance to business teams/CEPG and driving timely resolution and closure of incidents.

People & Talent
•    Identify and develop high potential talent within the team, providing stretch opportunities to support succession planning, strengthen retention, and sustain performance within a critical first line of defence control function.
•    Build and enhance team bench strength by actively developing capabilities, skills, and depth across the function.
•    Drive operational efficiencies while ensuring effective and sustainable implementation.

Risk Management and Governance
Governance & Control
•    Oversee, design, and manage end to end policies and processes to ensure effective implementation of relevant standards across all WS products in country.
•    Establish and maintain a robust control framework to ensure full compliance with sales and advisory processes by all representatives.
•    Monitor and track critical business issues, ensuring timely escalation and resolution.
•    Translate strategy, policies, and thematic priorities into actionable, country relevant execution plans, maintaining oversight through the delivery lifecycle.
•    Lead proactive identification of control gaps and conduct bottom up reviews to strengthen processes and ensure regulatory compliance.
•    Drive root cause analysis of operational incidents and risk events to enhance control effectiveness and prevent recurrence.
•    Oversee the implementation of the WS fair dealing strategy, ensuring achievement of defined measurable outcomes.
•    Embed and sustain a strong product sales compliance culture, strengthening the overall risk and control environment.
•    Drive communication and training initiatives to enhance risk awareness and ensure staff are adequately trained on product sales policies and compliance requirements.
•    Collaborate closely with control functions and functional heads to ensure cohesive execution, alignment, and strong overall governance.

Operational Risk
•    Act as delegated Country Process Owner in conducting Risk Assessments for WS processes in line with the Operational Risk Framework (ORF), delivering risk ratings and supporting rationale using the Group Operational Risk Assessment Matrix.
•    Serve as the appointed WS representative for Country NFRF, contributing to governance forums and risk oversight discussions.
•    Identify emerging, thematic, and horizon risks, and provide operational risk advisory through ORF processes and ad hoc reviews, including accountability, lessons learnt, and process/control reviews.
•    Track and drive the timely completion of management actions to mitigate identified operational risk exposures.
•    Ensure delivery of satisfactory audit outcomes for Singapore WS by maintaining strong oversight and accountability across audit engagements.
•    Lead the team acting as the primary business interface with Internal Audit within the country.
•    Ensure effective coordination and timely delivery of all audit activities, including reporting and stakeholder engagement.
•    Review Audit Management Action Plans with the Country Head, WS and key stakeholders, ensuring alignment, execution, and closure of agreed actions.
•    Conduct post-audit reviews with Product and Segment Heads to reassess control effectiveness and incorporate learnings into residual risk evaluations.

Regulatory & Business Conduct
