Job Summary

  • Assist Head, MAR Trade Surv with implementation of multi-year strategy (including but not limited to Cross Product), aligning with regulatory expectations and business growth.
  • Assist Head, MAR Trade Surv. and collaborate with Strat & Innovation team and help identify and integrate (where possible) , “emerging technologies” (ie, AI) to enhance detection and review of complex market abuse patterns.
  • Assess, analyse, and interpret outputs from MARA assessments and provide oversight and challenge with scenario design and calibration, data remediations and coverage to ensure surveillance adaptation to new products (e.g., crypto, derivatives) and trading behaviours. 
    Partner with Surv. Data & Optimisation team; interpreting and following up on implementation of projects and where required liaise with Front Office, Change, IT, and Data teams to enhance data pipelines and surveillance capabilities.
  • Help the Group meet its commitment of being “Here for Good” by building a sustainable compliance framework that places regulatory and compliance best practice standards in the aspect of data quality management and project management, and a culture of appropriate conduct at the forefront of the Group’s agenda 
  • Maintain constructive and effective relationships with Technology Heads of Compliance and Business.
  • Maintain independence, deliver timely responses, and timely escalation of risks and issues in projects where they feel risk management tolerance of the firm are exceede

 

Responsibilities

•    Awareness and understanding of various market abuse regulations globally in which the Group operates. Understanding the Group’s business strategy as well as Compliance mandate in supporting the business.
•    Build and maintain an effective and constructive relationship with all key business and functional stakeholders to enable the business and functions to meet/ achieve their strategic tactical objectives. 

 

•    Support, challenge, and provide oversight in the development of analytics methods to enhance scenario alerts generation, improve data quality and facilitate better data mapping through feedback and collaboration with Data, analytics and Optimisation teams, ensuring process refreshes in D&A team are in line with i) regulatory requirements and expectations and ii) FMTS MAR Surv Strategy. 
•    Provide leadership and direction for activities including requirements specifications, prioritization, UAT, regression testing on Surv BoW, etc.
•    Timely mitigation and resolution of risks and issues, establishments of effective controls, in collaboration with all relevant stakeholders
•    Participate in the scenario logic reviews, enhancements and lead the engagements with stakeholders for implementation. Also includes authoring and reviewing specification documents relating to scenarios in collaboration with analytics team.
•    Identify key issues of the workstreams assigned and work towards resolving, if not escalating where required.  Collaborate with other teams to ensure risks are comprehensively identified, assessed, and managed. Support all control checks approved by Operational Risk Framework (ORF) & be accountable for identification and escalation of potential risks and issues to senior management through appropriate governance channels and the Quality Assurance framework. Comply with and adhere to relevant risk management policies 
•    Awareness and understanding of the regulatory framework, in which the Group operates, and the regulatory requirements and expectations relevant to the role. Provide robust challenge to senior management and all relevant business stakeholders where activities are outside risk tolerance/ appetite, escalating as necessary, until appropriate oversight and ownership is achieved including actions and plans to address any remedial action needed to come back within risk tolerance/ appetite 
•    Display exemplary conduct and live by the Group’s Values and Code of Conduct. 
•    Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct.
•    Effectively and collaboratively identify, escalate, mitigate and resolve risk, conduct and compliance matters

Our Ideal Candidate

  • Bachelor’s degree in computing, information technology, or similar quantitative field.
  • 10+ years of experience of working with financial markets products
  • Demonstrated experience of working in trade surveillance
  • Project management experience and experience in working with a global team
