JOB SUMMARY

The Mercury Programme Planning & Delivery Lead will report directly the Mercury Programme Director and will oversee programme planning and be responsible for it’s timely delivery over the 3-year transformation programme. Mercury as a programme is a critical bank initiative to address gaps in our Data Quality usage with the ultimate goal of reducing risk for the bank, aligning with our overall strategy and meeting our regulatory requirements.

Role Responsibilties

  • Management of the programme plan and alignment with workstreams to ensure integration with the overall Mercury Programme Delivery Roadmap, including key phases, deliverables, and timelines. 
  • Tracking, measuring and reporting progress and impact for Programme Mercury against Key Results and Benefits.
  • Identification, Tracking, and resolution of Risks, Assumptions, Issues & Dependencies Across Workstreams and Stakeholders and documentation in the RAID log
  • Workstream Charter Documentation (Workstream Problem Statement, Objectives, Deliverables, Timelines / Roadmap and Gantt Charts)
  • Develop a deep and comprehensive understanding of the Bank’s strategy especially as it pertains to the areas of Data and more specifically Data Quality
  • Understand the regulatory landscape which is driving the CDO agenda
  • Ensure the alignment with Programme Mercury’s deliverables with both the CDO’s strategy and more broadly the bank’s strategy
  • Embed the Strategy into the milestones, deliverables and impact the Programme will drive
  • This role will need to work closely with the broader bank’s Businesses and Functions to ensure that the deliverables which Programme Mercury produces are then adopted by Bank 
  • Collaborate closely with stakeholders across the bank to drive their adoption roadmaps 

  • Collate these roadmaps to develop and overall view of Bank wide adoption and subsequent data quality risk buy down over time.
  • Ensure the programme is operating within the processes which the bank maintains 
  • Programme Mercury operates under an Agile ways of working, understanding of Agile process and principles is necessary for the role
  • Cultivate trust among team members to facilitate teamwork and enhance team efficiency.
  • Lead and support a change in mindset, building a culture of client centricity, agility, and accountability through standardised metrics and measurement, ensuring the team are drivers and owners of client outcomes.
  • Assess risks that threaten processes related to GDP and design control measures that could mitigate the risks effectively.
  • Ensure that key control activities are being carried out as design and monitor effectiveness of the control measures.
  • Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct.
  • Lead the [CDO] to achieve the outcomes set out in the Bank’s Conduct Principles
  • Effectively and collaboratively identify, escalate, mitigate and resolve risk, conduct and compliance matters.

Skills and Experience

  • Strategic E2E programme planning and delivery across a complex, multi-stream, multi-year initiative
  • Total capture and management of interdependent deliverables that fulfil implementation of the Group’s Data Management Strategy end-to-end.
  • Overall capture and management of interdependent deliverables across Business and Function Risk Treatment Plans, embedded within programme delivery.
  • Total capture, prioritisation, and management of multiple release schedules, considering BCBS 239 Compliance Principles, and uplift of all in-scope systems, critical data elements, data flows and associated architecture, and control environment in a consistent and rigorous manner.
  • Orchestration of the Data Management Strategy roadmap across all Business and Functions, and through interdependent programmes’ data workstreams, including strategic GCFO programmes, uplifting financial, capital and liquidity regulatory reporting, and Technology and Architecture programmes simplifying the Bank’s data estate and consolidation of multiple legacy data platforms.

Qualification

Bachelor’s degree in Information Management, Data Science, Business Administration, or a related field. Advanced degree preferred.
