Job Summary
• The Human Resource Business Partner, WRB Singapore and ASEAN Markets is a senior HR leader who thrives on transformational change and works with agility across the Wealth & Retail Banking (WRB) organisation in Singapore & ASEAN Markets. The role holder will report directly to the Head of HR Singapore and ASEAN and will act as the primary HR contact for the Head, WRB Singapore, ASEAN and South Asia. While not directly overseeing South Asia, the role will work in close partnership with WRB HR Lead for South Asia to ensure alignment and seamless delivery of the People agenda.
• The role holder will support the Head, WRB Singapore, ASEAN and South Asia, WRB Heads of various Products/ Segments in ASEAN cluster, the WRB ASEAN Markets Heads and their respective WRB MT members. This role will be the interface between the WRB Business leaders and HR to land the relevant WRB People Priorities in Singapore and WRB ASEAN Markets and contribute to the SG and ASEAN people priorities as part of a collaborative team.
• The role holder will work with agility across the SEA WRB markets and help execute the WRB people priorities with respective Country Heads of HR, WRB HRBPs, WRB Heads of HR and CoEs as the primary. The role holder will also engage the WRB Singapore & ASEAN & SA HRMT, global stakeholders, functional partners, and market stakeholders in support of the above. As an active member of WRB HRLT and Singapore/ASEAN HRMT, the role holder is expected to contribute to strategic decision making, provide HR insight to support WRB business performance and ensure WRB People considerations are embedded in management discussions.
• The role holder will be responsible for embedding business driven operating models, becoming a truly skills-based organisation, embedding value driven talent management, inclusive and ambitious leadership, and culture in service of excellence. The role requires working collaboratively and cross-functionally across WRB Business and HR ecosystem with strong emphasis on building effective relationships with peers and ability to partner with COEs to deliver integrated solutions that refine and execute the WRB People Priorities to meet our Group commitments.
• To be successful in this role, the role holder should demonstrate the skills needed to thrive in a fast-paced, dynamic, and complex environment. The role holder should also possess strong collaboration, influencing, and leadership skills and be able to manage ambiguity, leverage data to drive decision making, have a strong executive presence, constructively challenge stakeholders and partners independently and objectively.
Strategy
• Provide strategic HR guidance and partnership to value-seat holders; Head, WRB Singapore, ASEAN & South Asia, WRB Heads of various Products/ Segments in ASEAN cluster, the WRB ASEAN Markets Heads and their respective WRB MT members in delivering business outcomes.
• Be accountable for landing the WRB people priorities in service of the WRB business strategy, across WRB in Singapore and WRB ASEAN Markets working in close partnership with the Country Heads of HR, WRB Heads of HR, CoE’s, Singapore/ASEAN HRMT and WRB HRLT.
• Act as a key member within the WRB HR Leadership team and Singapore/ASEAN HRMT by providing thought leadership and oversight to WRB people work, shaping WRB people discussions, bringing in market and business insights and ensuring alignment in execution in service of business outcomes.
• Actively provide support to the Head HR, Singapore and ASEAN in the Singapore/ ASEAN delivery people plan, execution of the transversals and contributing to key workstreams e.g., Talent, EVP, conduct and culture initiatives.
• Partner effectively with WRB, HRBP India/ WRB HR Lead for South Asia, SA Country Heads of HR, WRB ASEAN Markets Heads of HR, WRB Heads of HR, foster collaboration and ensure joint support to Head, WRB Singapore & ASEAN the WRB leadership teams.
• Identify, prioritise, and develop organisational capabilities and behaviours to build a workforce that is future ready.
• Provide recommendations and HR leadership to the business in change management and organizational transformation initiatives.
• Partner with the relevant WRB Leadership in the markets to drive and enable sustainable business performance.
Business
• Bring deep knowledge of the business and broader global HR initiatives to strategically advise and partner the business effectively.
• Maintain strong knowledge of ASEAN WRB Country specific HR regulations and manpower requirements, leveraging this knowledge to shape and support business strategy.
• Effectively partner with, challenge and influence business leaders to deliver business optimal outcomes that balance the right now with longer term horizons, across the people agenda.
• Be a disruptor, driving culture change and delivering transformation in the WRB Singapore and WRB ASEAN Markets context.
• Partner with CoEs across development and deployment of HR product and experiences, actively being part of HR delivering business centric solutions.
• Contribute to the delivery of the business agenda in the markets by appropriate alignment with the business as agreed in the country business plan to maximise and protect franchise value and resolve issues.
• Provide HR leadership on WRB related M&A and divestment activities within WRB Singapore and WRB ASEAN Markets.
Processes
• Identify areas for improvement in HR processes, providing feedback and escalating issues where appropriate to relevant CoEs to enhance client experience and improve productivity within HR.
• Drive stronger collaboration and strategic leadership with CoE’s, Country Heads of HR, and their respective HR advisory teams, role- modelling the new ways of working by focusing on strategic business partnership while enabling HRA’s in supporting People Leaders through moments that matter.
• Ensure effective management of operational risks within the role remit and compliance with applicable internal policies, and external laws and regulation.
People and Talent
• Champion and act as a role model of the Group’s values and culture in WRB Singapore and WRB ASEAN Markets.
• Champion the importance of conduct and culture within the WRB Business, embedding the right behaviours and values across the organisation while coaching leaders to role model and reinforce these standards.
• Provide active role in developing and embedding a high-performance culture within WRB Singapore and WRB ASEAN Markets and in key talent decisions, including senior hiring.
• Provide support to key business heads within WRB Singapore and WRB ASEAN Markets. This involves coaching in the performance of their duties and assisting to resolve or mitigate material country risks and issues.
• Ensure an integrated approach to people and talent management across the business and functions that facilitates cross-functional development as appropriate.
• Ensure that there is a high-quality succession pipeline and succession plan at all levels of the country organisation, working with the business and functions; sponsor ongoing development activities that focus on identified high performing and high potential individuals within the country.
• Ensure the provision of ongoing training and development of people and ensure that holders of all critical functions are suitably skilled and qualified for their roles, and that they have effective supervision in place to mitigate any risks.
• Provide input into disciplinary reviews.
• Collaborate with colleagues within HR to facilitate internal movement of key talent.
• Employ, engage and retain high quality people.
• Maintain networks of external contacts that enables the benchmarking of compensation practices against relevant comparator organisations and migrate best practice where appropriate.
Risk Management
• Ensure all employee related policies, standards and practices comply with both internal and external regulatory requirements as well as reflecting Group directions.
• Understand the risk and control environment in HR’s area of responsibility, driving rectification, as required.
• Working with ER team, provide oversight of complex employee relations issues involving senior people, significant litigation, and high-profile or broad business issues.
• Support the effective implementation of the Risk Management framework within the role remit.
• Ensure effective processes are in place to identify, manage, monitor, and report risk.
Governance
• Embed the Group’s values and code of conduct, as it relates to the role remit and ensure adherence to the highest standards of ethics, and compliance with relevant policies, processes, and regulations.
• Adhere to Regulatory conduct and compliance practices as defined by internal and external requirements. This includes compliance with local banking laws, other applicable laws (e.g. laws governing securities activities, company law) and anti-money laundering regulation and guidelines.

Our Ideal Candidate
• 15+ years' experience as a HR Professional working in the financial services industry
• Experience working across Southeast Asian Markets (lived and worked in SEA countries preferred)
• Exceptional leadership capabilities and experience managing large multi-disciplinary teams and working in a matrixed environment.
• Broad knowledge of financial services regulations and labour regulations in SEA markets
• Strong understanding of business function including key products, key roles, operating model and strategic agenda
• Understanding of financials (e.g. interpreting financial statements, budgeting, project accounting)
• Proven experience of designing and delivering an HR agenda in line with Business and People priorities
• Knowledge of change management and driving organisational effectiveness
• Excellent knowledge and understanding of various HR products and how to implement them across the country and globally.
• Understanding and practical experience of managing high complexity employee relations/change management activities e.g. restructuring, M&A, managing redundancies.
• Knowledge of the latest HR trends, best practices and how to successfully apply them
• Preferred: IHRP certification – SP or higher
• Degree or professional qualification from a recognised academic institution / professional body
