JOB SUMMARY

 

The CIB Risk Initiatives Team sits within the COO office for the Corporate & Investment Banking (CIB) business.

 

The team provides CIB with capabilities to drive regulatory and risk programmes and initiatives across CIB businesses, working in an agile operating model with each segment and product area.  Due to the nature of these programmes and initiatives, the team support not only the CIB Business but more broadly collaborate and engage across other divisions in the Bank to ensure delivery of pan-bank regulatory and risk initiatives, especially where the majority of work or accountability sits within CIB.

 

Such regulatory and risk programmes and initiatives may include for example:

  • Implementation of foundational capabilities for regulatory change managemen
  • Complex/Large-scale Regulatory Change (LSRC)
  • Material Policy change
  • Internally-driven programs supporting the management of regulatory interactions and change (for example, how we engage our regulators and track resulting regulatory actions and commitments
  • Topical strategic risk
  • Strategic change within CIB Conduct & Control, Resilience and Fraud

 

The team enables the business to proactively impact assess new programmes and initiatives, coordinate the approach and interpretation across businesses; support the delivery and partner with the business teams to implement requirements in a consistent and coordinated manner. The role holder will lead the overall implementation of first line MRC Process and associated Risk and Control Framework across the bank at group and country level. The role holder themselves will also own and manage the MRC first line process including CIB wide regulatory breach process, ensuring that the Bank will be compliant with applicable regulations, industry and risk requirements. The role holder will have significant familiarity and experience with managing regulatory and risk programmes and have an ability to drive effective solutions.

The role presents an exciting opportunity to work across a diverse range of risk areas, and all aspects of the CIB business, including collaboration across First Line of Defence (“1LOD”) and Second Line of Defence (“2LOD”) teams. 

 

RESPONSIBILITIES

 

Strategy/Business

  • Oversee the Regulatory Process Governance vertical within CIB Regulatory Initiatives, with accountability for the delivery of group-wide first line MRC process and associated Risk & control Framework
  • The role holder will act as the process governance and risk initiative lead across Corporate & Investment Banking (CIB), to ensure that regulatory change management process is implemented and streamlined.
  • The role will also involve working closely with other governance leads within constituent CIB businesses to ensure that risk governance and reporting remain effective across segments.
  • The role holder will drive small-scale innovation and strategy around operational efficiency, support any large transformation projects aimed at improving the regulatory change management process and deliver value opportunities.
  • Provide thought-leadership on regulatory and risk matters impacting CIB regulatory change delivery and initiatives within the scope of the team
  • Propose and deliver strategic solutions to challenges and/or problems encountered in the management of regulatory change process, ensuring alignment to overall Bank strategy. 

 

Processes

  • End to end accountability for and oversight of the CIB first line regulatory change management process.
  • Continuous Process re-engineering and enhancement to ensure managing regulatory change processes are standardised and automated, with appropriate risk MI produced to Risk Framework Owners
  • Create transparency around health of process, blockers, impediments, dependencies and value delivery.
  • Develop and implement a robust risk & control framework for all managing regulatory change activities.

People & Talent

  • Provide people leadership, with responsibility for the management of programme portfolio team members, with direct and matrix reports, including programme managers, project managers, business analysts and PMO resources
  • Manage and support assigned programme portfolio team members, including goal setting, mentoring, talent development and retention.  

 

Risk Management

  • Ensure Robust risk management across all regulatory change process within CIB, identifying and mitigating potential risk related to MRC compliance
  • Drive risk initiatives across CIB to ensure that strong risk governance, first line risk management and a proactive risk management and identification philosophy takes hold across the business.
  • Drive and contribute to innovation and strategy for first-line risk management through the use of data analytics, automation and other tools for portfolio level risk analysis, Risk and Control Self Assessments and assurance.
  • Support the effective management and oversight of non-financial risk management through owning and collaborating on risk initiatives across CIB, aligned to top and emerging risks.
  • Continue the refinement of automated and analytical risk reporting across CIB.
  • Lead on pan-CIB training initiatives to improve standards, raise awareness and improve outcomes for non-financial risk identification and remediation.

Governance

  • Oversee effective risk governance and reporting for CIB across its key non-financial risk governance committees
  • Work collaboratively with governance leads across CIB to ensure that governance and risk committee reporting follow best practices and are effective at provide the requisite levels of risk insights, narratives and mitigating actions to address top and emerging risks.
  • Provide regular, clear, risk focused updates for senior management and the CIB Non-Financial Risk Committee, demonstrating insights and delivery against the residual risk profile.
  • Report and escalate on a timely and transparent basis to business management and appropriate governance forums on items including emerging risks, key control deficiencies, review outcomes, and material incidents as applicable and support the implementation of agreed actions.
  • Responsibility for promoting and maintaining a strong and effective first line of defence risk culture across the CIB businesses.

 

Regulatory & Business Conduct

Key Stakeholders

  • Relationship management and collaboration across First Line of Defence (“1LOD”) and Second Line of Defence (“2LOD”) teams.
  • Manage and coordinate relationships with senior stakeholders to ensure the success of programme portfolio deliveries, including (but not limited to) COOs, CIOs, Head of Operational Risks and Head of CFCC supporting CCIB, CPBB and FCSO.

Our Ideal Candidate

  • 12+ years of financial services experience with proficiency in Risk & Process governance ideally in the CIB space
  • Experience in process framework / policy implementation
  • Strong relationship building and management and ability to engage stakeholders at different levels of seniority.
  • Strong influencing and communication skills - oral, written & presentation.
  • Demonstrates understanding of and commitment to the Group's core values.
  • People management experience
  • Ability to take initiative, identify opportunities and work with minimal management oversight to drive the best outcome possible.

 

  • Hands-on individual contributor with an eye for detail and proactive, self-managed work style
  • Excellent written, communication and presentation skills; able to effectively engage, influence and manage senior business stakeholders.
  • Experience working in a collaborative manner with global teams.
  • Hands-on experience working in an Agile environment.
  • Hands-on experience working on ADO or equivalent.
  • Should have knowledge of CIB business segments and product areas. Knowledge / experience with regulatory change/implementation an advantage
  • Multicultural awareness
  • 15+ years of hands-on experience in project / programme management and stakeholder management in financial service
  • Certifications: PMP certification or equivalent
  • Risk management certification e.g CRMP or equivalent
  • Agile certification
