Title: Head, Surveillance Analytics

JOB SUMMARY
The Head of Surveillance Analytics is expected to manage a team across different geographies and is accountable for all the analytics and platform related functions in surveillance. The roles and responsibilities include:
• Spearhead the development of newer analytics methods to enhance scenario alerts generation, calibration, model training and validation, platform development and advanced analytics.
• Provide leadership and direction to the analytics team members across geographies for all key activities.
• Timely mitigation and resolution of risks and issues, establishments of effective controls, in collaboration with all relevant stakeholders across surveillance functions.
• Apply analytics to enhance scenario alerts generation through feedback and collaboration with the various teams, including but not limited to quantitative methods such as statistical, numerical analysis of data, or computational techniques.
• Solutioning the model training for all surveillance teams. Ideate and implement Machine learning techniques and lead the model validation function for surveillance.
• Participate in the scenario logic reviews, enhancements and lead the engagements with stakeholders for implementation. Review and Approval of FSDs and other specification documents relating to scenarios as relevant.
• Take leadership in the relevant Regulatory interactions, Audit and Assurance reviews for Surveillance.
• Active participation in the leadership forum for surveillance and support Global Head of Compliance Surveillance
• Represent analytics in internal forums including Surveillance Controls Forum, GCSF, PGSC and others.
RESPONSIBILITIES
Strategy
• Help the Group meet its commitment of being “Here for Good” by building a sustainable compliance framework that places regulatory and compliance best practice standards in the aspect of Scenario Development, Calibration, Model Training, Validation and Platform Development, and a culture of appropriate conduct at the forefront of the Group’s agenda
• Maintain constructive and effective relationships with Technology and Process owners.
• Maintain independence, deliver timely responses, and timely escalation of risks and issues in analytics and projects where they feel risk management tolerance of the firm are exceeded
• Collaborate with ITO to deliver the Surveillance priorities
Business
• Build and maintain an effective and constructive relationship with all key business and functional stakeholders to enable the business and functions to meet/ achieve their strategic tactical objectives.
• Overall leadership for direct reports of the Analytics team and any matrix reports within Surveillance in GBS locations.
• Awareness and understanding of various surveillance requirements. Understanding the Group’s business strategy as well as Compliance mandate in supporting the businesses.
Processs
• Overall ownership of DOIs and process documents for Surveillance Analytics team.
• Regular and diarised catch ups with Global Head of Compliance Surveillance and other process owners as relevant.
• Ownership of the Annual calibration schedule and quality of deliverables from the calibration team.
• Provide guidance, and support to the project managers on managing change
• Effectively and collaboratively identify, escalate, mitigate and resolve surveillance analytics functions
People & Talent
• Develop and manage talent in analytics for compliance surveillance function. Lead recruitment of talent for analytics function. Responsible for managing team deliverables and quality of the work.
• Provide leadership, management and coaching to direct and matrix reports to ensure they are highly engaged and performing to their potential.
• Stimulate an environment where forward planning, prioritisation, deadline management and streamlined workflows and collaborative, inclusive yet effective and efficient work practices are the norm.
• Collaborate with training teams to input to training curriculum to support closing of capability gaps.
• Ensure the respective team is adequately resourced and staffed by an appropriate number of competent staff sufficiently independent to perform duties objectively, to support sustainable business growth and address compliance risks.
• Ensure staff in the respective team have clearly articulated and well understood roles and responsibilities through meaningful and accurate job descriptions.
• Monitor team or individual progress and measure delivery to meet performance goals
• Plan and manage staffing levels based on workload
Risk Management
• Analyse significant risk events as defined by (ORF) to ensure that all are identified and reported and make risk mitigation recommendations (and/or implement) to relevant stakeholders
• Inform senior management and relevant regulators of serious regulatory breaches (or where risk tolerances have been breached) and ensure that actions are taken quickly to remediate and/or activities are ceased
Regulatory & Business Conduct
• Display exemplary conduct and live by the Group’s Values and Code of Conduct.
• Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct.
• Lead the Surveillance analytics team to achieve the outcomes set out in the Bank’s Conduct Principles

Our Ideal Candidate
• 12+ years experience in compliance surveillance in a financial services setup
• Bachelors degree in a related field (accountancy or business management)
