Title: Head, Technology Resilience Strategy

Job Summary
Strategy
• Define, develop and embed a comprehensive Technology Resilience Strategy and roadmap for the bank globally
• Drive the Technology Resilience Strategy to enhance the bank’s capabilities in alignment with key market regulatory guidelines, obligations and commitments
• The Technology Resilience Strategy will cover and / or influence the following:
o Data Centre resilience strategy and rationalisation / consolidation approach
o Cloud resiliency
o Network & Infrastructure resiliency
o Data resiliency e.g. immutable data copies, tertiary data copies, data backups
o Technology Resilience testing strategy
o Support prioritised recovery models e.g. IBS, HK CO
o Support governance of the resiliency strategy – Key controls, performance & risk indicators
o Alignment with strategic programmes in Group Resilience and the wider T&O function
o Alignment with the Group Resilience Strategy
Key Responsibilities
Business
• Develop and deploy the Technology Resilience Strategy in alignment with business requirements and test critical technology services end to end [in light of top risks, vulnerabilities & threats]
• Drive structured training and communications to ensure ongoing senior leader awareness and understanding of the Technology Resilience strategy
• Engagement with Group Resilience, Global & In-Country CIOs, Group Operational, Technology and Cyber Risk, Global Head Technology & Operations (SMR responsibility for Operational Resilience), Management Teams of SCB Businesses & Functions, SCB Country CEOs and Country Management Teams and GBS
• Support on related change projects stemming from the Technology Resilience Strategy
• Awareness and understanding of the wider business, economic and market environment in which the group operates
• Develop and drive Technology Resilience programmes / projects to improve in support of the Group Resilience agenda & strategy
• Forge deep relationships with the relevant T&O stakeholders and understand their requirements and constraints. Where applicable factor into the strategic roadmap and provide solutions that adequately address their needs and solve issues and inefficiencies.
Processes
• Establish clear alignment across Technology in-line with the Technology Policy
• Support in updating (when required) the Technology Policy, Technology Resilience Management Standards, controls and metrics
• Drive the identification & evaluation of top issues, threats and risks
• Ensure proactive capabilities and plans to prevent realisation of associated issues, threats and risks
• Ensure appropriate plans [response, recovery & contingency] are in place stemming from the Technology Resilience Strategy
• Integrate the adoption and embedment of the strategic technology resilience requirements into the eSDLC - Enterprise Software Delivery Lifecycle
People & Talent
• Promotes new thinking and creative solutions to ensure timely and effective delivery of the programme milestones including management of financial and operational risks
• Promotes lean start-up product development mindset and behaviours at scale
• Facilitate on-the-job learning from current & previous experience by identifying and communicating transferable lessons, helping to embed these lessons, and encouraging best practice across the Technology Resilience team
• Be a self-starter who can initiate and successfully drive programmes / projects to completion with minimal management supervision
Risk Management
• Responsible for setting the control environment for Technology Resilience across the Business and Functions
• Responsible for defining the minimum standards of controls and metrics which provide first line businesses requirements to manage Technology Resilience risks and work with second line teams to oversee that risk exposure
• Support in the oversight of the annual Risk and Control Self-Assessment by the business and functions in relation to Technology Resilience
• Escalation of potential threats to Technology Resilience to the appropriate NFRC
• Support in the review and challenge of Group and Risk Appetite metrics related to Technology Resilience
• Review and challenge the business implementation of processes and controls as it relates to the Technology Resilience Strategy
Governance
• Responsible for ensuring the Technology Resilience framework complies with the operational risk framework, Technology Policy and other group policy or control requirements
• Support with Technology Resilience assurance activities when required as to enable effective oversight of the resiliency of our client service
• Ensure the Bank’s values, standards and code of conduct requirements are integrated into Technology Resilience framework
• Ensure compliance with group policies, standards and local regulatory requirements; recommend additions/enhancements/changes to the group policies, standards, guidelines, procedures and controls as appropriate
• Represent Group Resilience at related governance forums/committee where required
• Support audit requirements and Regulatory Compliance as it pertains to Technology Resilience
• Monitoring & Reporting: Implement a process to regularly monitor operational risk profiles and material exposure to losses and provide appropriate reporting mechanisms to the board, senior management and the business lines. Data capture and operational risk reporting should be continuously enhanced and provide a feedback loop to enhance risk management policies, procedures and practices.
• Control & Mitigation improve the effectiveness of the Internal Controls programme by reviewing the control environment, risk assessment process, control activities, information and communication and monitoring activities. Assess operational risk response strategies. Validate risk transfer options.
• Escalation of potential threats to Operational Resilience
• Responsible for the Design and provide governance reports as required
Regulatory & Business Conduct
• Assess new / updated regulations, review the existing processes/practices to ensure compliance with Technology Resilience regulatory requirements.
• Display exemplary conduct and live by the Group’s Values and Code of Conduct.
• Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct.
