In this role you are expected to be an experienced team head who will be responsible to lead, own and drive three important and linked horizontal functions across CIB:
• Operational Resilience where you will be ensuring that the CIB business has
o effective resilience maps and plans for its Important Business Services (IBS)
o is closing any vulnerabilities against agreed group targets, and
o has effective means to measure and assess impacts against Impact Tolerances (ITOLs) for all the CIB IBS
• Resolution & Recovery where you will be accountable for
o coordination and leadership on the assessment of business requirements and development and testing of playbook actions required in the event of resolution events
o alignment with the targets and meeting the deliverables of Project Phoenix
• Crisis Management where your role will require
o operating across CIB leadership and with Global Resilience to build playbooks and testing approaches for any crisis or material adverse event and,
o in the event of any event occurring, to ensure that senior management is coordinated, kept aware of status, linked into global crisis handling programmes – and that the impact of any event on ITOLs is known and communicated
In all these elements of the role you will work with the CIB leadership team and COOs, coordinate with the relevant resilience and crisis teams in the COO group and more widely across the bank, including the Group functions.
Key Responsibilities
Strategy
• Standard Chartered Bank is engaged in a significant programme of improvement in its approach to, and execution of, operational resilience and recovery. In this role you will be part of the CIB Non-Financial Risk and Controls organisation, charged with defining CIB’s strategic approach to Operational Resilience, Recovery & Resolution & Crisis Management in line with the business plans and business operations of the group. You will be reporting to the Chief Control Officer for CIB and will be part of a matrix organization that operates across vertical Business Risk Management (BRM) teams for each line of business (LOB) within CIB and key transversal risk themes that apply across the business as a whole. The role will link activity in each of the verticals to bring coherence, consistency and focus to the areas of resilience and recovery, and ensure effective and timely completion of key deliverables across the teams.
Business
• The Candidate will ensure that CIB’s capabilities are resilient in practice and well tested against relevant ‘severe but plausible’ scenarios, that the regulatory engagement on behalf of the business clearly articulates the strategy and approach and articulates any open issues and plans for resolution. In this role you will ensure that the approach to recovery and resolution is clear, well-understood, and aligned with firm requirements. You will ensure that CIB management and operations are well positioned to respond to material crises and that in the event of a crisis occurring you will be a point of coordination between the LOBs and management to ensure clear communication, progress and direction is maintained.
Processes
• The Candidate will support the effective deployment and documentation of Operational Resilience, Recovery & Resolution & Crisis Management processes in the firms systems of record, including the enhancement or supplementation of existing processes as necessary. You will work with the BRM teams to ensure that the relevant processes are defined, documented and operating effectively in the process inventory for each LOB.
People & Talent
• The role will require you to develop and manage a small team of direct resources focused on resilience and recovery - as a people leader you will empower, manage, coach and mentor the team - holding team members accountable for strong performance management practices. You will also be accountable for identifying and coordinating all resources within the COO functions who are (or should be) performing Operational Resilience, Recovery & Resolution or Crisis Management activities and to connect them into one effective horizontal team operating across silos as a pan-CIB risk and control capability. In this you will partner with the LOB BRMs and the LOB COOs and operate broadly with T&O and other Group functions.
Risk Management
• In this role you will be responsible to identify, articulate and mitigate the key risks related to Operational Resilience, Recovery & Resolution and Crisis Management; to ensure the relevant controls are designed, documented and operating effectively, and that the key risks are mitigated. You will be expected to drive improvement in risk identification, controls and management information in all these areas to ensure there is clear visibility to threats and clear evidence of progress and response. This will be particularly important in times of crisis when clear coordination and sharing of information will be an essential part of the expectations on this role.
Governance
• In this role you will be required to ensure alignment with CIB’s governance standards, including around reporting and management information, and support the operating efficiency objectives of the business.

• 15+ years of experience in banking
