Job Summary

•    Wealth and Retail Banking (WRB) aims to become the leading Cross-Border Affluent Bank and Wealth Manager, through strengthening our Affluent continuum, unlock network value via International Banking, accelerate Private Banking growth, and future proof our business with strong focus on risk, talent, underpinned by scalable digital platform and operational capabilities.

•    WRB will invest in building client-centric digital wealth and retail journeys that expands our wealth solutions and upgrade advisory capabilities, tailor our international propositions, uplift our ability to drive client upgrades and move along the client continuum, enhance our frontline enablers to support our growth in relationship managers, and strengthen our support functions in line with our growth aspirations.  

•    We are seeking a highly skilled Change Delivery Lead to drive standardisation, simplification, and achieve productivity uplift of change delivery management across WRB.  This role will be responsible for designing and implementing consistent practices for milestone tracking, benefits realisation, and adherence to change governance standards – ensuring transparency, traceability, compliance, and operational efficiency.  The successful candidate will collaborate with Group Investment Management team, WRB Portfolio team, Product and Segment stakeholders (both Group and Country), and Digital Wealth and Retail Journey team to embed standardised processes, tools, and governance models that enable scalability and value realisation.

Strategy

•    Partner with Change Enablement team in ensuring WRB’s strategic priorities are translated into clear, measurable change outcomes.
•    Align milestones and benefits management with strategic portfolio roadmap.
•    Provide insight and challenge to ensure change investments deliver maximum value and long-term impact.

Business

•    Partner with Group Investment Management team to define, track, and realise benefits from change initiatives.
•    Partner with Change Enablement team to embed a data-driven approach in traceability between milestones and benefits to demand-outcome-supply.
•    Ensure business case assumptions remain valid throughout delivery and adjust where required.
•    Act as a bridge between delivery teams and business stakeholders to ensure milestones are business-relevant and outcomes-focused.

Key Responsibilities

Processes

•    Establish consistent frameworks for milestone tracking, benefits measurement, and dependency management across programmes.
•    Drive adherence to change governance standards, ensuring all deliverables meet quality expectations.
•    Partner with WRB portfolio team on key change control testing to validate effectiveness of control design and execution.
•    Introduce process improvements and digital tools to increase efficiency and transparency in tracking progress.

People & Talent

•    Build capability across change delivery team to apply consistent milestone and benefits management practices.
•    Drive awareness and uplift knowledge of change delivery team and business owners on governance standards and control requirements.
•    Foster a culture of accountability and ownership for driving business outcomes, not just outputs.
•    Demonstrate growth mindset, building a culture of client centricity, agility, and accountability through standardised metrics and measurement, ensuring everyone are drivers and owners of client outcomes.
•    Embody the role of a constructive challenger, leveraging data/facts in facilitating the right discussion.

Risk Management

•    Identify risks to milestone delivery, impact to benefits, and control adherence, escalate timely as needed.
•    Ensure issues identified through change control testing are remediated and lessons learnt are embedded.
•    Maintain proactive oversight to prevent slippage, leakage of benefits, or non-compliance with regulatory expectations or internal change governance standards.

Governance

•    Ensure relevant forums are reviewing milestones, benefits progress, and risk/control outcomes.
•    Provide transparent reporting to senior executives on delivery status, benefits realisation, and governance adherence. 
•    Ensure accountability for delivery performance and uphold the bank’s change governance standards.

•    Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. Our Ideal Candidate

•    10 years of experience in investment portfolio governance, with 5 years in a senior leadership or global role.
•    Proven track record in milestone planning, dependency management, and delivery assurance.
•    Practical experience applying structured change management frameworks in a banking context.
•    Knowledge of change control framework and hands-on experience in executing and validating control testing.
•    Experience in leveraging tools and dashboards for automated milestone and benefits tracking.
•    Experience working with cross-functional teams in a global and complex organisation.
•    Proven ability to provide guidance and execute in an agile way with teams across geographic locations.

Education

•    Bachelor’s degree in finance, business, economics, or a related field (MBA or equivalent advanced degree preferred).
•    Relevant professional qualifications (e.g., CSPO/CSM/Agile Leadership/PMP) are a plus
