Strategy

Treasury has undertaken a multi-year strategic digitalisation journey to enable the Treasury of the future driving high business performance. We need to equip our Treasury stakeholders with stronger, integrated, and efficient platforms and solutions delivering readily available data to drive Liquidity and Capital management. 

The key enablers are high performing delivering business reporting solution and platform with unified data store, integrated risk engines, control framework and MI tools optimizing the current business model and enabling business benefit materialization.

Key Programmes are
•    The Liquidity and IRRBB journey has undertaken a multi-year strategic programme delivering daily high-performance reporting solution and platform with unified data store, integrated risk engines, control framework and MI tools optimizing the current business model and enabling business benefit materialization.
•    Drive the delivery of the Treasury Markets Change book of work, Steer the overall TM architecture strategy in partnership with FM, Assess the technology infrastructure and systems supporting Treasury Markets desks (LM and IM) and Operations (FMO, treasury Services).  Identify opportunities for integration, automation, and digitisation.
•    Steer the IDL (intra-day liquidity) transformation agenda - Roll-out the LMS (SAP) platform to 27 countries followed by a IDL analytics strategy enabling real time liquidity management 
•    Transform the Treasury balance sheet analytics capabilities by designing and implementing a range of new tools and process changes.
•    Steer the transformation of Treasury Finance to finally offer to Treasury timely, accurate analytics enabling Treasury to make educated & fast decision making. 

Key Responsibilities
•    Drive the adoption of innovative technologies and digital solutions (both at group and country level) to enhance operational capabilities, improve user experience, and drive competitive advantage in liquidity reporting and risk management, globally. 
•    Responsible for acting as a transformation advocate across a wide range of senior and practitioner colleagues, acting as the catalyst of culture, process, and technology change.
•    Work closely with GCFO COO and GCFO Tech teams to steer the Treasury strategic roadmap 
•    Establish a close working relationship and be an effective partner to the FM COO, change and tech teams.  
•    Accountable for providing technology and change teams with clear prioritisation and requirements
•    Lead the adoption of the Build & Maintain (B&M) model using Microsoft Azure Development Ops (ADO) for programme management and change release into production.
•    Chair the Treasury Refinement forums and ensure tracking and presentation of clear information relating to Treasury projects, investment, benefits, risks, dependencies, and mitigating actions.
•    Join the GCFO QPR as a participating member to ensure Treasury is covered in all aspects.


RESPONSIBILITIES

Strategy

Steer the end-to-end long-term strategic solution for Treasury across both strategic and regulatory imperatives incorporating control framework and operating model.
 

•    Define the multi-year transformation vision across liquidity, funding, intra-day liquidity, FTP, Treasury Markets and balance sheet management. 
•    Translate the Treasury vision into an actionable roadmap with clear outcomes, milestones, and investment priorities. 
•    Shape the Treasury Operating Model of the future – design the target operating model across global, clusters and country Treasury functions.
•    Drive the digital strategy for Treasury – prioritise strategic investments in platforms and ensure alignment with Finance, Risk and Group Data Office. 
•    Strategic prioritisation of the change portfolio – set investment priorities and ensure resources focus on initiatives with the highest strategic value, ensure optimal sequencing and dependency management across Treasury, Finance and Risk. 
•    External Market & Industry positioning - Monitor industry trends in Treasury technologies, regulatory evolutions, and peer operating models. 

Business
•    Strengthen Treasury’s business partnering model – build more effective partnering model between Treasury and key partners (Financial Markets, Treasury Services, Finance).
•    Support growth & product innovation – ensure Treasury’s capabilities are built into product design and market expansion plans. 
•    Make sure transformation improves Treasury’s decision-making ability.
•    Be a fearless leader in driving the adoption and associated operational benefits of the strategic technology

•    Proactive in seeking regular assurance that the teams are performing to an acceptable risk and control standard.
•    Act quickly and decisively when any risk and control weakness become apparent and ensure they are addressed within an appropriate timeframe and escalated through the relevant committees.
•    Include all necessary internal, legal and regulatory controls through the development of Global Finance requirements.
•    Balance business performance delivery and cost management constraints with risk and control matters to ensure that they do not materially threaten the Group’s ability to remain within risk appetite.

Processes
•    Treasury Operating Model & Process architecture – define and maintain the end-to-end Treasury process architecture, lead global target operating model design, oversee process harmonisation across clusters and Group
•    Strategic change portfolio ownership 
a.    Own the global Treasury change portfolio ensuring initiatives are prioritised, sequenced and funded with strategic outcomes.  
b.    Govern execution standards, drive benefit realisation and ensure programme risks/issues are surfaced and resolved
•    Technology and Platform strategy – set the technology strategy for Treasury platforms, partner with Technology & Operations to deliver scalable architecture, promote automation and AI. 
•    Drive Process Excellence – establish performance metrics for process efficiency, cost reduction, and cycle-time improvements. 
•    Stakeholder alignment and governance – ensure alignment between Group Treasury, cluster Treasurers, Finance on design decisions and process ownership. 

People & Talent 
•    Build a high-performing transformation team encompassing process excellence, product owners, and delivery specialists.
•    Set standards for change adoption, communications, and training across Treasury.
•    Promote a culture of continuous improvement and digital enablement. 
•     Lead through example and build the appropriate culture and values.  Set appropriate tone and expectations from their team and work in collaboration with risk and control partners.
•    Ensure the provision of ongoing training and development of people and ensure that holders of all critical functions are suitably skilled and qualified for their roles ensuring that they have effective supervision in place to mitigate any risks.
•    Employ, engage, and retain high quality people, with succession planning for critical roles.
•    Responsibility to review team structure/capacity plans.
•    Set and monitor job descriptions and objectives for direct reports and provide feedback and rewards in line with their performance against those responsibilities and objectives.

Risk Management
•    Reinforce an effective and exemplary risk and control culture and further strengthen the control environment, ensure that specialist knowledge and skills are assigned to relevant needs.
•    Act to minimize operational loss and audit failures and take proactive measures to respond to matters arising and identify and manage forward looking risks. 
•    Work with relevant teams to identify and mitigate identified operational risks in their areas.
•    Through assignment of direct and indirect reports, establish and maintain an appropriate framework and procedures for monitoring, identifying, measuring, assessing, reporting and managing compliance, regulatory, financial crime, operational and reputational risks.

Governance 
•    Drive excellence in model risk and governance throughout the platform and the teams using it
•    Establish a control and review framework for all key processes developed, ensuring compliance with Group Control Governance & End User Computing policies
•    Ensure modelling capabilities are regularly benchmarked against industry best practice and driving action plans to achieve best in class
•    Lead a continuous improvement mindset across the topic, enabling Finance practitioners to leverage the new tools and processes established to improve processes and outcomes 
•    Define / update relevant policies and guidelines pertaining to forecasting tools 
•    Control over all use cases of the platform and process to ensure appropriate adherence to relevant compliance requirements.  Establish documented handshake where required on regulatory support use cases and strengthen underlying quality and control aspects of the process

•    Embed the Group’s values and code of conduct in the Global Finance Technology teams to ensure adherence with the highest standards of ethics and compliance with relevant policies, processes and regulations among employees form part of the culture.
•    Ensure compliance with all salient SCB governance frameworks where there are direct touchpoints with them or any subsequent downstream influence from the Global Finance Technology Team.

Our Ideal Candidate

Must Have:
•    Hands on experience in delivering large Treasury Digital transformation programmes in Tier 1 Bank 
•    Strong track record of programme management execution and delivery in transformation projects 
•    18+ years of overall work experience and 10+ years of relevant experience combined in Agile and Traditional Project delivery methodologies 
•    Ability to work proactively, independently when necessary and displays strong initiative.
•    Agile framework or PMP certifications
•    Excellent communication and presentation skills, with a very good standard of English (written and spoken).
•    Consistently high performer and excellent role model of the Banks core values 
•    High levels of energy and drive, willingness to work hard
•    Pragmatic team player with attention to detail
•    Experience in working in multicultural teams 
•    Good expertise on organisational design and process implementation to support regulatory driven financial reporting
