Title: MD - Head of Cash Strategy & Tech Delivery

Job Summary
- Function as a trusted advisor, de-facto delegate and partner to the TB Cash CIO to define and execute the Bank’s transformation agenda
- Own the strategy development of TB Cash Technology transformation and shape an agenda consistent with the Bank’s ambition taking into consideration growth, emerging industry trends and regulations
Key Responsibilities
Strategy
- Manage the investment portfolio planning process including the corporate plan
- Lead the strategy development work, planning, roadmap, and delivery transformation across the bank
- Provide thought leadership and advise to the TB Cash CIO and Domain heads for activities that set strategic direction, optimise execution and maintain alignment of transformation efforts across, multiple teams and stakeholders
- Liaise with the CIB MT and other stakeholders to define performance metrics/scorecards, work with Investment Finance and T&O Finance, HR and other stakeholders to implement and report on them across both BAU and Investment Portfolio.
- Drive the usage of modern reporting tools and methods championing data driven automation and analysis.
- Management of all Vendor controls including supporting regulatory requirements, Service delivery, Application quality control, Functional deliveries, Financial management and fostering overall vendor relationship and strategy with the Group’s business partners.
Business
- Owns the strategic planning process for Transformation including the development and production of strategic plans, management reviews, performance updates and associated research, analysis, and presentation
- Own and execution of the strategy & change management initiative
- Supporting discussions and decision-making at various forums / committees attended by the TB Cash CIO
- Lead the identification, design & implementation of continuous improvement opportunities — constant adaptation to clients' changing needs; focus on efficiency and productivity; and ongoing investments in our core capabilities
- Lead business model discussions by linking market changes to the Bank
- Owns and manages the overall financial budget for the CIO office
- Lead initiatives relating to transformation like (but not limited to), standing up the domain TO operating model for Business / Region / Functions, leading the group investment portfolio review, productivity value capture and reporting
- Lead the Growth Acceleration pillar of Transformation including business development activities aim to grow the franchise
- Lead business development / JV / M&A activities support for the group and ventures
- Drive ever higher quality portfolio financial management information and control working with Business and T&O PMO teams.
- Provide guidance to Project managers and PMOs on processes, policies and standards, work with them to ensure all CCIB T&I projects meet standards in terms of accuracy, data quality and timeliness of updates.
- Drive the monthly and quarterly forecasting process for the Portfolio.
- Drive timesheet submission and recoveries across the portfolio, ensure people understand the importance of this task.
Processes
- Responsible for business initiatives delivery aligning to SCB defined technology, Agile principles and project management processes & frameworks and customizing such to specific domain needs where required
- Responsible for overall governance of projects & programmes related to payments space that includes financial management, risk management, representation in steering committee reviews and engagement with business for strategy, change management and timely course correction as required
- Support Business Operating Models, Standards, Finance, Risk Controls and compliance with regulations
- Inculcate the Group’s values and code of conduct in the Cash Technology Team to ensure adherence to the highest standards of ethics and compliance to relevant policies and processes
- Ensure compliance to the highest standards of business conduct, regulatory requirements and practices defined by internal and external requirements. This includes compliance with local banking laws and anti-money laundering stipulations
- Lead, develop, implement and track business initiatives / projects on behalf of the Line Manager
- Liaising with business (CIB, WRB & functional teams viz Technology, Finance, Risk, Compliance, Legal, HR as appropriate) across the bank, support the design, review, and roll-out of Operations scorecards.
People & Talent
- Employ, engage, and retain high quality talent to ensure Tech Delivery team is adequately staffed and skilled to deliver on business commitments
- Lead through example and build appropriate culture and values. Set appropriate tone and expectations for the team and work in collaboration with risk and control partners
- Foster a culture of innovation, transparency and accountability in Cash technology while promoting a “business-first” mentality at all levels
- Ensure role, job descriptions and expectations are clearly set, and periodic feedback provided to the entire team
- Ensure the optimal blend and balance of in-house and vendor resources
- Develop and maintain a plan that provides for succession and continuity in the most critical IT management positions
Risk Management
- Be proactive in ensuring regular assurance that the team is performing to acceptable risk levels and control standards
- Act quickly and decisively when any risk and control weakness become apparent and ensure those are addressed within quick / prescribed timeframes and escalated through the relevant committees
- Act as the risk control owner under the Group’s risk management framework at the appropriate level
- Balance business delivery on time, quality and cost constraints with risks & controls to ensure that they do not materially threaten the Group’s ability to remain within acceptable risk levels
- Ensure business continuity and disaster recovery planning for the entire technology portfolio
- Ensure the effective management of risk, issues and assurance reporting relating to strategy and transformation, engaging with and reporting back regularly to Cash Technology Management Team
- Prepare reports, presentations, papers, and review material to support discussions and decision making at various forums, mainly for Group MT, T&O MT, Board Risk Committees (BRC), BFCRC (Board Financial Crime Risk Committee) Group Risk Committee (GRC), Group Financial Crime Risk Committee (GFCRC), etc. This will involve consolidating and integrating material from various sources and ensuring the final output is fit for purpose and aligned with the requirements
- Continuously improve business management efficiency by simplifying and standardizing operational processes and procedures. Identify and implement best practices in resources and processes, ensuring consistency and relevancy.
- Work with business and infrastructure stakeholders to identify and prioritise enhancements where applicable, and associated business cases and investments.
- Coordinate and support business engagements or ad-hoc requirements with other teams / partners in the Bank and external parties (i.e. consultants, vendors, auditors, regulators, clients, media/publications, etc).
- Liaising with Corporate Affairs and Brand & Marketing teams, facilitate both internal and external communication on behalf of the Line Manager (e.g., business update, town halls, press release, Bridge, media interviews) as well as brand / marketing related activities (e.g., client events, industry /proprietary forums) etc
Governance
- Embed the Group’s values and code of conduct in the TB Cash Technology Team to ensure that adherence with the highest standards of ethics and compliance with relevant policies, processes, and regulations among employee’s form part of the culture.
- Ensure compliance with the highest standards of regulatory and business conduct and compliance practices as defined by internal and external requirements. This includes compliance with local banking laws and anti-money laundering regulations and guidelines.
- Responsible for ensuring effective governance, oversight and controls in Transaction Banking businesses re: Technology
- Awareness and understanding of the regulatory requirements and expectations relevant to the role

Qualifications
- More than 20 years’ of experience with 10 years of relevant experience in delivery, implementation in CIB segments
- Strong understanding of Payments Domain, with optional understanding of other CASH domain products etc.
- Demonstrated success in stakeholder engagement, management and dealing with constant change, designing solutions, track record of delivering impactful business solutions.
- Demonstrated success in vendor management.
- Strong Technology Delivery management
- Excellent relationship building skills;
- Highly adaptable, self-starter, ability to deal with ambiguity, thrives in fast-moving and high-growth environments
