Job Description: 

Job Summary

The Programme Director CRES is accountable for leading the delivery of large-scale Corporate Real Estate and Workplace transformation programmes across the Bank, overseeing strategy development, stakeholder engagement, programme execution, governance, risk management, and benefits realisation to support business growth and operational efficiency.

Key Responsibilities

Strategy

Identify efficiency opportunity and strategy formulation

Working closely with the Head of Asset Management Transformation, support the preferred strategy by socialising and communicating with stakeholders early and often, ensuring key stakeholder awareness and support. Support the business case development and approvals process. Ensure adequate programme and budget to delivery.

Pre Project Execution Document

  • Collaborate with the Asset Management team in defining the Real Estate Strategy to best deliver Business needs, though to approval of Strategy Paper(s)
  • Accountable for the development, submission, endorsement and approval of the Strategy Paper(s) through relevant governance forums and investment committees.

Post Project Execution Document

  • Collaborate with the Workplace Capital Project team to deliver the defined Strategy to best deliver agreed Business needs
  • Accountable for the development, submission, endorsement and approval of the Project Execution Document(s) through relevant governance forums and investment committees.

 

Business

Inter-business alignment

Manage the local business and stakeholder relationships, from shaping a clear real estate strategy to gain support and alignment to market and business drivers to ensuring feedback across each stage of the programme delivery. Provide escalation and communication channels between CRES and country leadership.

Processes
Streamline delivery 
•    Align the CRES programme/projects with the Business / Functional Agenda and the Group CRES Strategy. Own and deliver performance metrics for the project, driving efficiencies and improvements to streamline delivery.

Integrity of Solution 
•    Management of the strategy and design integrity, balanced with business and functional alignment. Defining, owning, and managing relationships and communications with the senior stakeholders, including serving as an escalation point throughout the entire programme

Delivery
•    Support Business / function in rolling out transformational projects
•    Manage resourcing of programme and oversee project resourcing to provide an end to end delivery
•    Lead escalation or issue resolution at programme level, mobilizing the relevant stakeholder support or enablers
Development Management
•    Build the pre-deal due diligence team comprising different subject matter experts 
•    Serve as a primary point of contact with the steering committee, stakeholders, and advisors
•    Support for determining and defining project scope and objectives
•    Assist in predicting resources needed to reach objectives and managing resources in an effective and efficient manner
•    Ensure compliant delivery of CRES Project Delivery Process 
•    Through Project Manager, develop and manage a detailed project schedule and work plan
•    Prepare project feasibility analysis and make recommendations to the steering committee,  internal boards and governance bodies for advancing the project
•    Provide high quality management including design process and bid process
•    Provide project updates on a consistent basis to various stakeholders about progress
•    Monitor progress and make adjustments as needed managing
•    Provide additional services that the client requires, if needed

People & Talent
Programme Leadership  
•    Lead in the successful end-to-end programme delivery of one of CRES’s critical and showcase programmes, from strategy to execution, in accordance with the Bank’s standards and business requirements

Direct Oversight of Project Teams 
•    Defines / redefines the ongoing requirements of stakeholders. Manages regular communications with all stakeholders and operations, conducting the programme of works and ensuring forward direction to the common objective.

Relationship
•    Develop and manage key stakeholder relationships connecting the business / functions involved and CRES
•    Establish and report strategy performance against KPIs, dashboards and approved plans
•    Manage strategy exemptions including evolution/update of established standards 
•    Contribute, influence, and manage issues related to the programme through direct oversight of Workplace project leads and Integrator Programme Office and Project Manager. 
•    Guide and support Regional Head of CRES / Country Head of CRES

Leadership

Risk Management
Coordination and Reporting  
•    Ensures alignment and structured communication between parties such as SMEs, internal and external workstream leads and stakeholders. Identifies risks and reports on time, cost and change at a programme level

 

Governance
Accountable Executive 
•    Acts as the formally appointed Accountable Executive (AE) for the programme, with non delegable accountability for the successful delivery of agreed outcomes in accordance with Bank standards and governance requirements
•    Overall accountable for programme compliance with Bank process & standards
•    Accountable for Stakeholder engagement to define & manage Brief
•    Accountable for establishing, chairing and retaining final decision authority for Project Steering Committees (PSCs), including approval of programme status, risk profile and escalations

•    Accountable Programme risk owner
•    Accountable for Change Management
•    Accountable for the accuracy, completeness and timeliness of programme data, management information and reporting in relevant systems of record.
•    Accountable for raising and approving Project Change Requests, including re baselining of scope, schedule, cost or benefits where required
•    Accountable for handover to BAU
•    Accountable for completion of Post Implementation Reviews (PIRs), including a final PIR prior to programme closure
•    Accountable for programme closure
•    Accountable for Benefits Management 
•    Programme delivery outcomes and benefits realisation form part of the Programme Director’s annual performance objectives

Our Ideal Candidate

•    Preferably a bachelor’s degree in Real Estate, Project Management, Development Management
•    Knowledge of facilities / real estate market as well as keen understanding of customer service principles
•    Strong understanding of fundamental Corporate Real Estate knowledge domains
•    Experienced in developing and refining operating models and strategic initiatives
•    Experienced with prioritisation of activities, executing strategy and delivering impactful outcomes
•    Strong experience in change management (developing, executing, and governing the strategies) across Global initiatives within a Corporate Real Estate function
•    Strong understanding of the workplace team function including the workplace experience, project management design and energy, engineering and environment workstreams.
•    Experience in education and partner organisation management
•    Expert in governance and relationship management of workplace supply partners
•    Strong people skills (working with multi-geography/disciplinary teams), communication, team building, and partnering techniques
•    Role modelling the attributes of our strategic partnerships, code of conduct, brand promise, and Bank values
•    Detailed knowledge of the Group policies, processes and standards

Role Specific Technical Competencies
