The Delivery Lead will play a critical role within the Strategy and Digital Transformation team, responsible for driving the end-to-end delivery of complex projects. This role demands a strategic mindset, strong business acumen, process expertise, risk management capabilities, and adherence to governance standards. The individual will work closely with senior stakeholders to define business requirements, manage risks, and ensure alignment with organizational priorities.

Key Responsibilities

The responsibilities include, working across Business, Products, Clusters and Country and Specialist teams in Risk and CFCR to perform: 

  • Establish effective governance and working rhythm for Target Operating Model initiatives.
  • Drive the development / refinement of detailed, functional design across Country, Group and Policy teams (including roles and responsibilities and headcount allocation).
  • Work with the Transformation Office to support the development and maintenance of a detailed execution plan and a ‘path to savings’ / non-financial outcomes which shows the specific actions country, group and policy teams will take to deliver on objectives.
  • Prepare and co-facilitate workshops with the internal initiative leads to finalise design with country and group stakeholders.
  • Provide visibility on current state and future state headcount and activities once changes have been delivered for in-scope teams (to be communicated via comprehensive TOM documents).
  • Facilitate day to day engagement with Risk and CFCR stakeholders to complete and refine detailed design and progress implementation of agreed scope for Target Operating Model initiatives.
  • Ensure transparency and path to resolution for identified risks or issues. 
  • Drive alignment across Risk and CFCR as required.
  • Support reporting of regular progress to Risk and CFCC Management Teams on key outcomes (inc. Group MT, Board or other SCB management committees where necessary).
  • Delivery Expertise: Proven experience in managing and delivering medium-scale, complex CFCR or Risk projects within a strategic or transformational environment. 
  • Strategic Mindset: Ability to define clear strategies and translate them into actionable plans.
  • Stakeholder Engagement: Demonstrated success in working with senior stakeholders and managing cross-functional relationships.
  • Process Knowledge: Solid understanding of change management, project management.
  • Risk and Governance: Strong knowledge of risk management and governance practices in a project delivery context.
  • Communication Skills: Strong verbal and written communication skills, with the ability to convey complex information clearly.

Strategy

  • Translate high-level goals and strategy into actionable project deliverables.
  • Articulate the product vision, requirements and progress with stakeholders and team members.
  • Collaborate with stakeholders to ensure tooling solution align with CFCR & Risk strategy and address critical efficiency needs.
  • Maintain a focus on long-term value creation while driving short-term milestones.

Business

  • Work closely with Risk and CFCR Product & Managed Services colleagues, Coverage & Specialist Teams, as well as other key stakeholders, to deliver the right outcomes for the TOM
  • Foster strong relationships with senior stakeholders, acting as a trusted advisor and primary point of contact for delivery-related matters.
  • Work collaboratively across departments to ensure alignment and buy-in for project goals and deliverables.
  • Provide clear and concise updates, ensuring transparency and understanding at all levels of the organization.

Processes

  • Apply a high-level understanding of change management and project management principles to guide project execution.
  • Develop and maintain project plans, including timelines, milestones, and dependencies.
  • Ensure all processes are streamlined, efficient, and adaptable to the changing needs of the organization.
  • Independently perform deep dive reviews and thematic analysis to completion.
  • Drive continuous improvement by identifying opportunities to optimize delivery methods.

Risk Management

  • Proactively identify, document, and address risks in collaboration with the stakeholders. 
  • Ensure effective risk mitigation plans are in place and implemented throughout the project lifecycle.
  • Maintain a focus on balancing risk and opportunity to deliver optimal outcomes.
  • Ensure all risks are regularly reviewed and updated in line with organizational policies.

Governance

  • Ensure all projects comply with internal standards and frameworks under the organization’s Change Management Standards.
  • Maintain accurate and up-to-date documentation to support audit and governance requirements.
  • Work closely with governance teams to meet all necessary regulatory and compliance obligations.
  • Promote a culture of accountability and transparency across all aspects of project delivery.

Regulatory & Business Conduct

  • Display exemplary conduct and live by the Group’s Values and Code of Conduct. 
  • Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct.

  • Risk and Compliance Officers covering Business or Products or Client Segments or Clusters, and their respective team.
  • Chief Country Compliance and Risk Officers covering Countries, and their respective teams.
  • Global Product Owners covering respective CFCR & Risk products
  • Audit & Assurance teams

Other Responsibilities

  • Perform other responsibilities as assigned by the SDT team lead from time to time.

Skills and Experience

Our Ideal Candidate: 

  • Bachelors or Masters’ degree 
  • Product Owner certification from Scrum Alliance, Scrum.org or other associations is desirable (Preferred) 
  • 12+ overall working experience in Banking or Financial Institution or Regulator or Fintech or equivalent industry
  • 5+ years of experience in Change and Transformation roles, with proven expertise in Compliance & Risk deliveries
  • Proven delivery and experience on target operating model change.
  • Comprehensive understanding of CFCR & Risk functions 
  • Proven ability to manage cross-functional teams and ensure successful project delivery.
