Title: Senior Credit Manager

JOB SUMMARY
- As a senior member of the Credit Risk team, the candidate will be required to look at complex credit structures to assess the risks for credit underwriting as well as related risks. The candidate should be able to deal with frontline stakeholders as well as other stakeholders to collaborate on specific cases and issues.
- Ability to analyse, assess risks and present cases in a concise manner and provide balanced views and recommendations is important. Sound judgement and being able to step up to challenges and issues is also highly important.
- The candidate will be an integral member of the Credit Risk team across Wealth Lending (Private bank and Priority) in terms of credit underwriting, credit risk monitoring, reporting, policy & governance as well as projects. The role will offer plenty of opportunity to develop and progress is our fast growing Wealth Lending business across Singapore and other locations for suitable candidates.
RESPONSIBILITIES
Strategy
- To support both the Private Bank & Retail credit risk management team.
- To ensure the local regulations, Risk Management Framework and internal policies/standards are effectively communicated and implemented across the Credit Underwriting, Credit Risk Portfolio Management, Credit Policy and Credit Standards and for administering related governance and reporting processes
- To uphold the integrity of the risk/return decisions, and in particular for ensuring that credit risks arising are properly assessed, that risk/return decisions are made transparently on the basis of this proper assessment, and are controlled in accordance with the Regulations, Group's standards and its Risk Appetite
- To drive change in the underwriting and portfolio risk management in collaboration with other parts of the business, risk and group risk functions
- To be responsible for maintenance of the Credit strategy management, conduct assurance test and support implementation of regulations and internal policies/ standards.
- The role holder is expected to provide recommendations in quality analytical and logical approach with risk/return benefit for informed decision making.
- Ensure all proposals reviewed and approved are in accordance with properly approved business strategy plans and risk appetite.
- Contribute to the development of local performance management and processes, in order to encourage the development of an appropriate risk culture and discipline
Business
- Support business / product developments by providing feedbacks and information relating to prospective target market segment risks.
- Formulate credit policies/ develop product programs to support new business/product launches.
- Provide necessary portfolio analyses and credit performance forecasts, and to review financial proposition with the Business to ensure good growth.
- Constantly review and formulate policies to reflect changes in risk/ competitive dynamics in the market place.
- Support marketing programs launches through effective management of program risks and profitability.
- Monitor programs approval rates/portfolio performance and help maximize approval rates/portfolio revenue without compromise in new accounts/portfolio quality.
- Review and ensure that Product Programs are renewed on timely basis.
- Support the development, implementation and monitoring the use of application / behaviour scorecards and other risk management tools/systems, to ensure that newly acquired customers / portfolio healthiness.
- Support process streamline in credit operations to ensure a more efficient workflow without compromise in controls.
- Support the development of management information systems, which from the statistical base for the formulation and modification of credit policies.
- Coordinate with Group reporting/ Hub analytic / Product / Credit Initiation / Operations / Finance teams to ensure timely reporting of related new business information to senior management.

- Within the role’s operating processes, ensure effective management of the operational risks and compliance with applicable internal policies and external laws and regulations
- Continuously seek to improve the operational efficiency and effectiveness of the Function’s risk management processes by making thoughtful suggestions to senior management

Risk Management
- Assess the credit risk profile of the Private Banking Clients portfolios for Lombard, insurance, single-stock, derivative, property lending requests within the bank’s credit policies and standards, and prevailing regulations & your defined responsibility, maintaining alignment with risk appetite by rebalancing of risks or controls that may be required in response to internal and external factors
- Monitoring and reporting of credit risks and issues relating to shortfall management and mitigation
- Identify risks and craft new processes as new requirements arise, to ensure the credit risk is adequately addressed. Actively participate and contribute towards development of new and enhanced PvB processes & systems concentrating on credit risk aspect.
- Interact and address queries from stakeholders such as Front Office, Compliance, auditors and internal project teams
- Contribute to stress tests as required by internal and external factors and review results
- Uphold the integrity of risk/return decisions, by challenging business to demonstrate that risk origination and control decisions are properly informed and consistent with strategy and risk appetite
- Exercise risk control responsibility for Credit Risk, Private Banking Clients for your location.
- Ensure all decisions taken within delegated authority are objective, consistent and compliant with applicable regulations
- Ensure that material risk exposures, material risk events and related issues are escalated to the Head of Credit
- Ensure appropriate judgement is applied in the discharge of risk authorities assigned to the jobholder, taking account of concentration risk across sectors, geographies and markets.
- Assist the Head of Credit in effectively communicating risk control parameters across the Business, including policies, control standards, risk exposure limits and other control levers in order to maintain the risk profile in line with the Group's risk appetite
- Maintain a good understanding of the requirements of key external stakeholders in respect of risk management and ensure these are well understood internally and reflected in internal procedures
- Maintain an open and cooperative relationship in dealings with regulators
Governance
- Ensure established audit ratings.
- Ensure compliance with the QA / CSTs Check on the credit process universe.

Qualification
- Graduate or Postgraduate with 5+ years of experience in credit
- Risk Management and Control: Demonstrated track record in managing risk in geographically dispersed and highly varied product base, including derivatives.
- Ability to conceptualise and effectively execute the various credit policies & procedures.
- Experience in Monitoring Portfolios, knowledge of margin calls, market understanding is desirable.
- Understanding of Job / Function related credit risk and regulatory environment.
- Skills in Macro and data analysis / database systems is desirable
- An initiator with very high level of energy.
- Good analytical and communication skills and strong interpersonal skills
Role Specific Technical Competencies
- Credit experience – Private Banking Credit Risk preferred
- Market and product knowledge, including derivatives
- Understanding of margin calls, credit risk analysis and mitigation
- Analytical skills and use of analytical tools, macros etc
- Regulatory and audit experience
- Client facing and ability to deal with different stakeholders at senior levels
