Job Description: 

Role Summary

The Stablecoin Operations Manager is a Line 1 operational control role spanning Finance and Treasury Operations, Compliance Operations, and Middle/Back Office functions.

 

The role is responsible for the end-to-end operational execution, control, and resilience of the stablecoin lifecycle, including issuance, redemption, reserve asset operations, transaction processing, regulatory reporting, and incident management.

 

This role is technical and execution-focused, ensuring that stablecoin operations are secure, compliant, resilient, auditable, and scalable, in alignment with HKMA regulatory requirements, internal policies, and approved governance frameworks, supporting retail, institutional, and cross-border use cases.

Role Responsibilities

Strategy & Business

 

  • Maintain secure, resilient, and scalable issuance and redemption operating models aligned with HKMA expectations and approved risk appetite.
  • Support the evolution of stablecoin operational capabilities, including integrations with custody providers, payment rails, and settlement systems.
  • Embed operational resilience, automation, and control-by-design into stablecoin lifecycle processes.
  • Oversee day-to-day stablecoin issuance and redemption activities, ensuring timely, accurate, and policy-compliant execution.
  • Ensure sufficient liquidity and operational readiness to meet redemption obligations under all supported use cases.
  • Oversee reserve management operations, including daily reconciliation of backing assets, monitoring reserve adequacy, and escalation of discrepancies.
  • Coordinate with Treasury, Custodians, and Finance to ensure reserves remain fully backed, accessible, and operationally segregated.
  • Implement and maintain robust transaction processing and settlement workflows covering minting, burning, transfers, and integrations with payment systems.
  • Ensure accurate recording, reconciliation, and settlement of all stablecoin-related transactions.

 

Processes - Operational Risk, Controls & Governance Implementation

 

  • Develop, document, and maintain operational procedures, controls, and runbooks for issuance, redemption, reserves, and transaction processing.
    Enforce segregation of duties, least‑privilege access, and maker‑checker controls across operational workflows.
  • Conduct regular operational risk assessments and Line 1 control testing; identify control gaps and emerging risks, implement remediation, and escalate material issues to Risk and Compliance
  • Ensure stablecoin operations comply with AML/CFT, sanctions, data protection, and operational risk standards under the HKMA framework and other applicable laws, regulations, guidelines, and internal policies.
  • Support oversight and governance (e.g. Executive Risk Committee, Chief Risk Officer, and other governance forums) through risk metrics, incident reports, reserve attestations, and control assessments.
  • Proactively monitor operational risk indicators and incident trends across the stablecoin ecosystem.
  • Support regulatory examinations, audits, and assurance reviews with transparent, evidence‑based documentation.
  • Ensure timely, accurate reporting to internal governance bodies and the HKMA, including reserve status and operational performance.
  • Demonstrate exemplary conduct and adherence to the Group Code of Conduct and regulatory expectations; identify, escalate, mitigate, and resolve conduct, compliance, and operational risk issues promptly.

 

Business Continuity, Contingency Execution and Incident Management Coordination

 

  • Implement and execute business continuity and contingency plans approved by the Risk Committee and/or CRO.
  • Ensure orderly recovery of stablecoin operations in the event of system outages, cyber incidents, reserve access issues, or third-party failures.
  • Coordinate operational incident response across Treasury, Technology, Compliance, Risk, and third-party providers.
  • Ensure root cause analysis, remediation tracking, and regulatory notifications are completed in line with policy and HKMA expectations.
  • Act as a primary operational interface for Treasury, Risk, Compliance, Technology, Custodians, and external service providers.
  • Educate and support ecosystem participants (distributors, merchants, institutional partners) on stablecoin operational processes, roles, and responsibilities.

Role Requirements

  • Minimum 5–7 years’ experience in financial services operations, treasury operations, payments, market infrastructure, or regulated digital asset environments.
  • Demonstrated hands‑on experience operating mission‑critical, transaction‑driven systems with strong control, reconciliation, and exception‑handling requirements.
  • Crypto‑native or digital asset operations experience is strongly regarded, including prior roles at:
    • Stablecoin issuers, crypto exchanges, digital asset custodians
    • Blockchain infrastructure providers or on‑chain settlement platforms
    • Web3 payment, wallet, or token issuance platforms
  • Practical exposure to token lifecycle management, including minting, burning, wallet operations, on‑/off‑chain reconciliation, and monitoring of circulating supply versus backing assets.
  • Experience working within or alongside regulated frameworks including regulatory reporting, audits, and supervisory engagement
  • Proven ability to operate effectively at the intersection of technology, treasury, risk etc

 

Technical Skills & Knowledge

 

  • Strong understanding of stablecoin operating models, including issuance and redemption mechanics, reserve backing structures, liquidity positioning, and redemption fulfilment under stress scenarios.
  • Practical working knowledge of blockchain and digital‑asset infrastructure as it relates to operations, such as:
    •    Wallet and key‑management concepts (at an operational oversight level)
    •    On‑chain vs off‑chain reconciliation
    •    Transaction finality, throughput, and exception handling
  • Experience with high‑integrity transaction processing and settlement environments, including maker‑checker controls, segregation of duties, and auditability.
  • Solid grounding in operational risk and control frameworks, including identification of key risks, design of controls, testing, and escalation of deficiencies.
  • Familiarity with financial crime controls (AML/CFT, sanctions), data protection, and record‑keeping requirements as applied to payment or digital‑asset operations.
