負責架構並建置集中管理監控機制, 以確保各相關單位對於UKACGR之查核品質與時效

JOB SUMMARY

•    The primary purpose of this role is to design, implement, and govern a robust, centralized workflow for the upload, tracking, and retrieval of investigation evidence across the subsidiary. 
•    This role is critical to ensuring the Bank's adherence to the UK Corporate Governance Code (UK ACGR) and internal standards by establishing a definitive "single source of truth" for all evidentiary materials. 
•    The position will work closely with Operational Risk, Compliance, Technology, and Business stakeholders to transitioning from the current fragmented state (reliant on email, disparate reports) to a controlled, efficient, and auditable maker-checker process, thereby significantly enhancing the integrity and accessibility of our investigative data.

RESPONSIBILITIES

Strategy

•    Demonstrate awareness and understanding of the Group’s strategic objectives, the UK ACGR framework, and how this role supports strengthened governance and operational resilience.
•    Develop and implement a strategic roadmap for the evidence management workflow, ensuring it is fully aligned with the Group's broader digital transformation and data integrity objectives.
•    Maintain a clear understanding of the Group's business strategy and operational risk appetite to ensure the new workflow supports strategic goals while effectively mitigating risk.
•    Champion the adoption of the new workflow, articulating its strategic value in strengthening governance, regulatory compliance, and operational efficiency.

Business

•    Maintain strong awareness of the Group’s business model, operating environment, and market context to ensure the workflow solution supports business needs and regulatory expectations.
•    Partner with business units to ensure the new workflow enhances productivity, reduces manual errors, and supports timely investigations and issue remediation.
•    Deliver tangible business and financial benefits through the reduction of manual effort, improved efficiency in evidence retrieval, and a decrease in operational risks associated with poor evidence handling.
•    Support business objectives by enabling accurate, complete, and high-quality evidence retention for audits, regulatory reviews, and internal investigations.

Processes

•    Own the design, documentation, and implementation of the end-to-end evidence submission and approval workflow, including maker–checker segregation and quality control checkpoints.
•    Define and maintain process maps, control procedures, and operational guidelines in accordance with the Operational Risk Framework.
•    Ensure process adherence across participating entities and continuously monitor process performance and control effectiveness.
•    Lead periodic reviews of documentation standards, evidence quality metrics, and systems supporting evidence storage and retrieval.

People & Talent

•    Collaborate closely with risk, compliance, technology, and business partners to ensure consistent understanding of roles, responsibilities, and control expectations.
•    Provide ongoing guidance and training to teams involved in evidence preparation, submission, review, and approval.
•    Ensure all staff performing critical functions within the workflow are appropriately skilled, trained, and supervised.
•    Review team structure and capacity requirements to ensure adequate resourcing for workflow operation and oversight.
•    Set clear objectives for direct reports (if applicable), monitor performance, and provide timely feedback and recognition aligned with Group performance standards.

Risk Management

•    Identify, assess, and monitor risks associated with evidence management, data integrity, operational processing, and documentation gaps.
•    Design controls to mitigate risks, including maker–checker roles, access management, version control, and audit trail mechanisms.
•    Ensure timely escalation of process failures, control breaches, or risk events, and drive root-cause analysis and remediation actions.
•    Maintain strong awareness of emerging risks in digital record-keeping, investigation quality, and operational resilience, adapting controls as needed.

Governance

•    Design and maintain governance structures and documentation standards to ensure evidence management aligns with Group policies and the UK ACGR framework.
•    Establish oversight routines, dashboards, KPIs, and reporting mechanisms for workflow performance, control effectiveness, and evidence quality.
•    Ensure workflow processes, procedures, and systems remain compliant with internal policies and applicable regulatory expectations.
•    Lead periodic governance reviews, recommend improvements to strengthen control design and operating effectiveness, and oversee implementation of changes.

•    Display exemplary conduct and live by the Group’s Values and Code of Conduct. 
•    Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct.
•    Effectively and collaboratively identify, escalate, mitigate and resolve risk, conduct and compliance matters.

•    Embed Here for good and Group’s brand and values in Taiwan/ WRB Ops/ Integrated Services team; Perform other responsibilities assigned under Group, Country, Business or Functional policies and procedures; Multiple functions (double hats)

Qualification
•    Education     Bachelor’s degree in Business Administration, Finance, Risk Management, Information Systems, or a related discipline is required.
•    Training     Formal training in Operational Risk Management, Internal Controls, Process Design, or Compliance Frameworks.
•    Training in workflow design tools, document-management systems, or digital evidence repositories is advantageous.
•    Completion of internal banking courses related to governance, conduct risk, and ACGR-aligned requirements will be an added advantage.
•    Licenses     Bank Internal Control and Audit
•    Languages     Excellent command of English (written and verbal), with the ability to articulate complex processes, controls, and governance requirements clearly.

•     At least 5 years’ experience in Back Office / Branch operations in the Banking industry
