Job Description: 

Job Summary

•    Risk Management Framework and process:
o    Drive and implement an effective risk management framework.
o    Promote a strong risk management and compliance culture.
o    Implement an effective risk management process by identifying, assessing, measuring, and monitoring risks.
o    Reduce gross operational risk exposure to acceptable levels within the risk appetite.
•    Policy and Compliance:
o    Safeguard control disciplines and ensure compliance with control policies and monitoring measures.
o    Clarification and ensure appropriate adoption of IFRS / TIFRS principles and standards
•    Assurance and Process Ownership:
o    Provide assurance that the Enterprise Risk Management Framework (ERMF) is properly deployed within Finance.
o    Manage operational risk appropriately in each unit in Finance.
o    Oversee the design and outcome of end-to-end internal financial control processes for effective day-to-day operations and periodic monitoring as Process Owners.
o    Ensure timely resolution of risk issues.
•    Advisory Support and Training:
o    Monitor and provide guidance/advisory support and training to business units in complying with financial control standards.

•    Governance and Monitoring:
o    Govern FM control and monitor AvF breaks.
o    Assist Business Unit/Function Head and Function Operational Risk Manager (FORM) in coordinating and directing and financial operational risk management and compliance at the business unit level.
•    Regulatory and Internal Compliance:
o    Implement controls within the business unit to meet all regulatory and internal requirements.
o    As the main coordinator / gate keeper for internal /external audit process and requirement for the unit.

Key Responsibilities

•    Ensure all essential financial control policy and relevant requirements are communicated and disseminated to the relevant parties on a timely basis.
•    Ensure policies are implemented effectively within Finance through proper control measures and monitoring plans to meet compliance and operational risk management standards.
•    Monitor and provide guidance/ advisory support to businesses in complying with financial control standards. 
•    Review periodic reconciliation results and escalate exception / non-compliance to senior management.
•    Identify financial control weaknesses in the Bank and implement control measures to close the gaps.
•    Track all financial control issues and liaise with relevant parties to resolve the issues within the agreed timeframe.
•    Maintain and update documentation of financial controls processes.
•    Ensure adherence to the risk management framework in identifying, controlling, monitoring and reporting of risk.
•    Drive and support the identification and management of operational risk on a daily basis and a source of reference within Finance in facilitating and promoting the understanding of operational risk and compliance requirements and issues
•    Ensure sufficient actions are undertaken by Finance to comply with all key regulations, compliance, and internal standards. 
•    Ensure appropriate actions are undertaken to mitigate, reduce or contain the identified operational risks. 
•    Undertake and / or coordinate periodic self-assessment activities, escalating issues to Business Unit / Function Head. 
•    Coordinate, analyze and consolidate operational risk and loss reporting to the Business Unit / Function Head and FRTM.
•    Assist the Business Head in preparing the business level OR profile and other relevant reports for the ERC and Group Functions and ensure accuracy and completeness of data with assessment of risks identified and proposed mitigation plans.
•    Lead and coordinate effort to enhance the general risk management and compliance culture within the finance. This includes communication and other initiatives to change mindset and behavior of staff.
•    To ensure the accurate preparation and timely submission of monthly ERC meeting papers, monthly KCS and KRI reports, half-yearly and annual compliance checks sign-off.

•     Operate 1st line responsibilities of Process owners under ORF/ERMF and associated policies and procedures. 
•    Identify, assess, treat and monitor significant operational risks 
•    Submit gross risk and residual risk ratings with rationales for approval by authorized Risk Owners 
•    Propose risk acceptance requests with justification to the authorized risk acceptance authority and abide by any conditions of acceptance 
•    Promptly execute any remediation or risk treatment actions in order to remain within risk tolerance 
•    Record and maintain a record of all formal risk assessment and risk acceptance decisions in the Operational Risk systems. 
•    Supervise team members and focus on staff coaching, talent development and success plan design.  To strengthen team’s engagement built in the day-to-day activities.
•    Manage and uplift working standards in an outperformed manner. Ensure Departmental Operating Instruction (“DOI”) is in place and updated periodically.
•    To Governance FM control and monitor AvF breaks with central Finance team, CIB Finance team and Product Control team.
•    To Ensure country and GCNA level Fortm materials are well prepared.

As a UORM
•    To be the source of reference within the business unit in facilitating and promoting the understanding of OR and compliance requirements.
•    Lead and support implementation of OR initiatives for the business unit.
•    Proactively communicate with the Business Unit / Function Head and FORM on operational risk issues. Escalate significant events to Business Unit / Function Head and FORM as appropriate.
•    Coordinate and consolidate Operational risk and loss reporting of the unit for the reporting to the FRTM, FORM and Business Unit / Function Head. Ensure data accuracy and completeness.
•    Design and implement control measures and monitoring plans for compliance and operational risk management. Ensure effectiveness of controls for compliance monitoring and risk management. 
•    Undertake and/or coordinate periodic business monitoring (self-assessment) activities within the business unit and escalate findings and or breaches to Business Unit / Function Head and FORM, when they occur.
•    Ensure risks and issues identified are resolved in an appropriate and timely manner.
•    Assist FORM in the implementation of OR framework or other relevant OR initiatives.
•    Could act as the Unit Money Laundering Prevention Officer (UMLPO) or cooperate with the UMLPO to ensure appropriate internal controls and procedures for money laundering preventions are in place and functioning as intended. Where appropriate, assist in the investigation of financial crime risks.
•    Identify gaps and arrange training on compliance and OR for staff.
