Job Description: 

JOB SUMMARY

The role is responsible for providing Operational, Technology and Cyber Risk (OTCR) advice and guidance to Functions in Taiwan. In particularly, s/he has to ensure that related risks are properly assessed, that risk/return and cost/benefit decisions are made transparently on the basis of this proper assessment and are controlled in accordance with the Group’s Policies and Standards and its Risk Appetite.  

RESPONSIBILITIES

Strategy
•    Support the communication and embeddedness of the Operational & Technology Risk Type Framework (RTF) and the Information Cyber Security (ICS) RTF issued under Enterprise Risk Management Framework (ERMF) and its accompanying policies and standards, by providing advice and guidance within Country and sharing best practice within the Group and Region. 
•    Support the implementation and embedding of the Global OTCR Function strategy. 
•    Provide practical implementation guidance on Group OTCR policies & standards in an effective and consistent manner across the country, and prepare the communication materials for local adoption. 
•    Maintain oversight of the Operational Risk sub-types’ Subject Matter Experts (SMEs) in their implementation and embedding of their policies, and quality of their risk management activities.  
•    In conjunction with 1LOD, ensure any concerns on key controls, operational risk events and its risk impact are understood and escalated on a timely manner.  
•    Drive comprehensive, high quality root cause analysis of operational risk events, review and provide robust challenge on remedial action plans proposed by local Risk/Control Owners. 
•    Oversee & monitor the execution of inherent and residual risk ratings as per the Risk Control Self-Assessment (RCSA) Framework by 1LOD.  

•    Work in conjunction with country stakeholders to ensure local regulatory requirements are met pertaining to operational risk management, prudential standards and governance and operational standards. 
•    Ensure that operational risk measurement methodologies are fit-for-purpose, comprehensive and implemented with integrity. 
•    Define key risk metrics from Operational Risk Policy/Standards and continually track country performance on such metrics. Escalate concerns, if any, identified through such tracking to appropriate committees in the Country, Region, or Group. 
•    Participate in Regional and Group lead-initiatives including undertaking assurance and OR framework effectiveness reviews, preparing risk analytics and other activities that will enable driving consistent set of operational risk management practices across the region.  
•    Provide support and completion of Regional, Country, and Regulatory reporting obligations (Risk Committee, Board Risk Reporting, Operational Loss Reporting, etc.) 
•    Highlight any data quality issues in the operational risk management system / reporting to Group OTCR reporting & non-reporting teams.

Business
•    Engage relevant stakeholders (e.g. Function stakeholders) to raise awareness of OTCR and how these are managed. 
•    Identify and report key risks and challenge the 1LOD to evidence that the material risks arising from their activities have been identified, assessed, monitored, and reported. 
•    Ensure that risk decisions are transparent and supporting rationales are explained in a professional & courteous manner, especially when turning down proposals. 
•    Monitor top and emerging risks through forward-looking indicators, taking into consideration to external events which may be material to the Country. Ensure appropriate management action is being taken to mitigate their impact. 

Processes
•    Engage with function stakeholders on a periodic basis to review the OTCR profile from a completeness and consistency perspective.  
•    Provide a focal point of control over the aggregate level of operational risk that arising from end-to-end processes, including the design of effective controls and the systematic monitoring of process control effectiveness.  
•    Undertake assurance reviews as well as creating risk analytics for assessing risk effectiveness.  
•    Ensure best practices in OTCR. 
•    Engage with Group OTCR teams across various initiatives, including undertaking assurance reviews, preparing Risk analytics and other activities that will enable consistent set of practices and thereby exploring opportunities to promote efficiency.  
•    Conduct, at least annually and with guidance from Group, Region and Country SMEs, stress test (ie. ICAAP) and scenario analysis to review the limits of regulatory and economic capital and identify material exposures to losses.  
•    Maintain the localised OTCR RTF, Policies and Standards, and prepare the communication materials as required.

People & Talent
•    Identify training needs in the countries and collaborate with Group / regional OTCR in an effective manner to enhance the skill-set available within the countries to discharge their roles in an effective manner.  
•    While OTCR SMEs will continue to provide clarifications to relevant Policies and Standards, this role must provide practical implementation guidance to enable the implementation of Policy/Standard prescriptions in an effective manner. 

Risk Management
•    Ensure immediate escalation to Country head of OTCR of unsatisfactory operational risk events. 
•    Drive comprehensive, high quality root cause analysis of unsatisfactory operational risk events and agree risk management action plans with local Process Owners. 
•    Ensure new activities, changes to processes and products conform with the various policies, e.g. Change Governance Policy, Product Governance Policy etc., owned by OTCR team.  
•    Periodic oversight of gross and residual risk ratings and risks requiring escalation under the RCSA framework.
•    Provide a central contact point and oversight over all controls required to effectively manage operational risks that arises from the end-to-end processes within Taiwan Functions.
•    Challenge the completeness of risk identification, monitoring and assessment of the corresponding control activities required within the end-to-end processes as undertaken by the countries to identify and follow through the remediation by the 1LOD of any significant deficiencies. 
•    Ensure compliance with the Operational & Technology RTF, ICS RTF and associated Policies and Standards, including policies for local regulations.

Governance
•    Ensure that Functions understand and accept their operational risk management responsibilities. 
•    Represent OTCR in relevant Forums within Taiwan Functions. 
•    Ensure all operational risks are effectively identified, monitored, managed, remediated, and escalated within Taiwan Functions.
