Job Summary
• The jobholder virtually leads a dynamic Financing & Securities Services business responsible for delivering high quality service to some of the most demanding clients. He/ she plays a pivotal role in defining and overseeing the delivery of operational custody services for large financial institutions, including leading international banks, broker-dealers, fund managers, development organization/public sectors and insurance companies which expect best-in-class service and operational standards. The role requires the jobholder to oversee close collaboration between the business functions of Client Management, Sales, Implementation, Operations, Financing/Prime (FX and clearing) and Product Management as well as a variety of internal support functions such as Risk, Compliance, Legal and Finance. The jobholder is expected to implement and comply with global and regional initiatives and to engage with other FSS branches and regional FSS management in a strongly collaborative manner.
• There is extensive interaction with senior securities market and prime services individuals and infrastructures such as stock exchanges, securities depositories, clearing houses and local brokers. Close liaison with market regulators is also a key part of the role, building strong relationships and using in-depth market knowledge to be viewed by them as a trusted adviser.
• The FSS business in Taiwan supports both intermediates [direct custody, international custody, clearing, collateral support and depositary receipt services] for offshore FSS locations and offers onshore local custody, master custodian and cash services. The FSS Country Head is responsible for the strategic leadership, management and performance of the business within the context of regional and global business direction. The business contributes significantly to the GCNA (Greater China & North Asia) FSS franchise and has aggressive expansion plans, particularly in relation to its local custody business. It is a significant provider of cash balances and an efficient user of SCB’s balance sheet. The securities and prime services industries are in a period of ever-evolving change due to cost pressures, regulatory initiatives and geopolitical challenges and the jobholder therefore needs to keep abreast of local market developments and quickly identify business threats and opportunities.
Key Responsibilities
In summary, the jobholder:
• has overall revenue realization responsibility
• continuously develops and drives FSS strategy for both Taiwan originated client and inbound investors agendas
• ensures a collaborative, co-ordinated approach to issues requiring multi-disciplinary support
• represents the business internally within Financial Markets (FM), Corporate & Investment Bank (CIB) and more broadly across SCB
• manages relationships with local securities regulator and market infrastructure entities
• engages with key local and international clients
• oversees implementation of regional/global FSS policies
Strategy
• Develops the Financing & Securities Services strategy for Taiwan in conformity with the broader global and regional strategy for securities services and prime services
• Identifies opportunities and threats to the business as a result of changes in the local market, including changes to market regulations, competitor activity and geopolitical challenges
Business
• Has overall responsibility for Financing & Securities Services business performance in Taiwan, including overall ownership for budget achievement and including, at a high level, the performance of the functions which provide direct input and support to the business – FSS Operations, Implementation, Client Management, Sales and Product Management.
• Cultivates a collaborative, co-ordinated approach between FSS functions, internal support and control functions and local senior management, especially within CIB (including FI Coverage). Represents FSS perspective to local management and local management perspective to regional FSS where necessary
• Takes a leading role in building and maintaining strong, robust relationships between FSS staff and market infrastructure entities such as stock exchanges, securities depositories, securities regulators, local brokers, clearing houses, trustee associations etc.
• Significant engagement with key clients, especially premium clients, within the framework of the overall client management strategy and contact programme. Acts as the final escalation point within FSS at the local level for client issues and queries.
• Oversees the implementation at the local level of policies and strategies, including service standard requirements, espoused by FSS at the regional and global level, or seeks formal FSS dispensation in the event that market practice or local regulations do not permit such implementation.

People & Talent
The business functions virtually reporting to the jobholder also have equally-weighted, dual reporting lines to their functional regional or global managers. The jobholder provides active local input to the performance management of the matrixed teams and - given the matrix structure - will need to influence local actions/behaviours in a sophisticated and subtle manner:
• Lead through example in building appropriate culture and values. Set appropriate tone and expectations from local, regional and global teams by working in collaboration with risk and control partners.
• Encourage, through deeds and words, a culture of openness and collaboration, especially within the functions providing securities services
• Ensure the provision of ongoing training and development of people, avoiding wherever possible “key person” risk.
• Provide objective and balanced input to year-end P3 performance evaluation process for staff with matrix reporting lines.
• Employ, engage and retain high quality people, with appropriate succession planning for critical roles.
Risk Management
• Responsible for identifying, assessing, monitoring, controlling and mitigating risks to the FSS business. Also demonstrates a strong awareness and understanding of the main risks facing the FSS business and how these should be effectively managed and mitigated wherever possible
• Ensure an understanding of risk management issues among the FSS team
Governance
• Responsible for assessing the effectiveness of local FSS governance, oversight and controls in the business and, if necessary, proposing changes in these areas
• Detailed understanding of the regulatory framework in which FSS operates, and the regulatory requirements and expectations relevant to the role.
• Responsible for delivering ‘effective governance’; actively challenges fellow executives effectively; and demonstrates a willingness to work with all local regulators in an open and cooperative manner.
Regulatory & Business Conduct
• Displays exemplary conduct and lives by the Group’s Values and Code of Conduct.
• Takes personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. • Leads the Taiwan Financing & Securities Services teams to achieve the outcomes set out in the Bank’s Conduct Principles: Fair Outcomes for Clients; Effective Operation of Financial Markets; Financial Crime Prevention; The Right Environment.
• Effectively and collaboratively identify, escalate, mitigate and resolve risk, conduct and compliance matters.
• Interface with, if required, FSC, TWSE, TPEx, TDCC, CBC, Taiwan Futures Exchange, Trust Association of R.O.C. etc representing SCB FSS Taiwan.
Key Stakeholders
• The jobholder will take a leading role in managing the relationship with the securities regulator, in particular as regards the activities of the FSS business and ensuring there is a broad range of contact points between SCB and the regulator. Similarly, the jobholder will manage relationships with market infrastructure entities such as the local stock exchange, central depository, clearing house, local brokers.
• The Candidate will also have an instrumental role in ensuring positive and effective co-ordination with internal business and support functions such as Financial Markets, FI Coverage, Risk Management, Compliance, Legal, Finance, Communications as well as the in-country senior management team.
Other Responsibilities

Qualifications
Education Degree Level with Significant Experience in Securities Services, Prime Services or Related Industry such as Funds Management. Masters Degree Would be an advantage.
