The Financial Markets Technology function is responsible for the systems development and technology infrastructure which underpin the Bank’s services for Financial Markets clients.
The Financial Markets Re-platforming programme delivers the strategic infrastructure for front-to-back transaction processing in FM and migrates legacy systems to the new strategic (internal) platform. This Transformational Change programme is responsible for a significant spend in 2023 and has been classified as a Platinum status multi-year programme.
A portfolio of this size must have effective governance of the programme, rigorous management of financials and accurate reporting across the workstreams. This role is to work with and support the Programme Management and Workstream Lead Project Managers across programme support activities across deliveries, financials, and teams.
The right candidate will become part of the programme team. By its nature, this role is expected to be very hands-on; the successful candidate is expected to have a reasonably knowledge of the portfolio and of the SC processes and will add value by taking care and ownership of planning tasks for Programme Manager and the wider programme leads.
Key Responsibilities
Responsible for the Programme reporting including creation and publication of Project Status Reports.
Programme Data in the bank’s project management platform, Clarity. Ensuring the programme data is current and accurate including the Milestones, Impacted Processes, Impacted Platforms, Stakeholders.
Collaborate with the Project Managers, Scrum Masters, Delivery Leads on various initiatives as required.
Team / Squad Management: Maintain the registry of Squads and Stakeholders including email distribution lists.
Governance and Planning Workshops: Assist with the logistics, content / material and setup of planning workshops including the preparation of the meeting material, minutes and maintaining the artefacts.
Communications: Consolidate the content from various teams, draft and review the communications.
Financials: Assist the Programme Manager on Cost Management, Data Quality and Completeness.
Project Administration: Work with the programme team on any ad hoc initiative.
Help the programme management practice to evolve through constantly suggesting improvements to Operating Model and leveraging latest technologies to improve efficiency and productivity (AI, Machine Learning, etc.).
Expected outcomes
• Execution of the Refinement Forum material, minutes and meeting
• Maintain, document and manage the reviews / audits for the programme
• Adhere to governance and reporting requirements of the programme using Clarity & Microsoft ADO as the golden source of programme data.
• Manage the programme communications to ensure all key go live milestones, Quarterly and End Year communications are published
• Manage logistics for the programme ceremonies including RFs, BRP, Ad Hoc Events
• Based on potential, contribute to a particular workstream acting as a Junior programme managers interacting with the Squads, Delivery Leads and core leadership team.
Business*
Collaborate with the Business Stakeholders to gather input for the various needs of the programme including consolidation of the quarterly objectives, achievements and key risks or issues.
Processes*
Understanding of the Standard Chartered Bank management of business processes and Group Process Universe. Work with Process Owners to convey the programme scope and change, to enable the Process Owners to assess the impact on their business process.
People & Talent*
Collaborate with the Project Managers / Workstream Leads, Scrum Masters, Delivery Leads and Product Owners on aspects related to the programme.
Risk Management*
Collaborate with the Product Owner and Chief Product Owner to assess the risk and impact of this change via the Change Risk Assessment (CRA) process. Assist with monitoring and managing the Delivery / Change Risk by maintaining the project Risk Register / RAID.
Governance*
Management of the Programme Governance including the governance forum material and terms of reference. Maintain the artefacts required per the programme governance standards.
