Job Description: 

JOB SUMMARY
The Operational, Technology and Cyber Risk (OTCR) within the Risk function, is the second line of defence (2LOD), and provides independent challenge, guidance, and oversight of first line of defence (1LOD) risk management.
Country OTCR Manager role requires support to Country Chief Risk Officer (CRO) who also covers the Country Head, OTCR, to provide Operational Risk management for Japan, which also covers support to ICS and Technology matters which impact Japan business. Besides supporting the Country Head, OTCR Japan, the role will also be supporting Functional OTCR matters outside of Japan, subject country to be further discussed / agreed.
This position also covers Enterprise Risk Management and is to support Country CRO to ensure risk governance and control framework are operating effectively, within risk appetite, and in line with internal frameworks and policies, as well as statutory and regulatory requirements across all principal risk types set out in the Bank’s Enterprise Risk Management Framework.
The role includes the maintenance of good level of understanding of the latest regulatory requirements which are of relevance to the Risk function.

RESPONSIBILITIES

Strategy
•    Awareness and understanding of the Japan’s and Group’s business strategy and model, supporting the identification of emerging risks.
•    Maintain good level of understanding of the latest regulatory requirements which are of relevance to the Risk function

Business
•    Awareness and understanding of the wider business, economic and market environment in which Japan and the Group operates, supporting the identification of emerging risks.
•    Being a trusted Risk partner to the stakeholders and effectively challenge where needed.

Processes
•    Prepare/collate papers, information packs and presentations as required by the Country CRO for relevant meetings as required.
•    Support Country CRO in the management of relationship and supervisory interface with regulators.
•    Support Country CRO in the management of regulatory examination as appropriate.
•    Internal and external reporting/update regarding OTCR and ERM.

People & Talent
•    Lead through example and embed the applicable and appropriate Standard Chartered values and Code of Conduct in the Risk function to drive adherence with the highest standards of ethics, and compliance with relevant policies, processes and regulations among employees.

Risk Management
•    Support the implementation and maintenance of the Enterprise Risk Management Framework across Japan.
•    Manage end-to-end risk management process such as Risk Governance, Risk Appetite, Risk Framework Ownership, Risk Identification and Assessment, Risk Acceptance, Risk Monitoring, Risk & Loss Reporting, Stress testing as applicable. 
•    Provide a central contact point and oversight over all controls required to effectively manage operational risk within Japan that arises from the end to end processes. 
•    Validate and challenge the first line risk identification and assessment of gross and residual risks arising within the end to end processes.
•    Ensure that operational losses, near misses and audit fails are escalated to Group Functions in a timely fashion within the 1st line & Group OR.
•    Support the preparation and ensure the delivery of RCA for Unsatisfactory Operational Risk event as per procedure.

Governance
•    Deputise for Country CRO in overseeing OTCR management and Risk Governance activities within the function.
•    Ensure various risk teams fulfil their responsibility as risk type framework owners on specific laws and regulations assigned.
•    Lead the facilitation of Country Risk Committee which also covers Non-Financial Risk Committee and Third Party Risk Management Committee.
•    Represent Operational Risk in the Business and Functions Risk Forums in the country.
•    Manage the country process on Policy Governance.
•    Support ad-hoc projects for the Risk Function as required.
•    Track and escalate issues and undertake follow-up actions as required.
•    Support Country CRO to ensure that the Japan’s risk profile to be maintained within the Bank’s risk appetite.

Qualifications

•    Educated to degree level.
•    Broad experience in Banking industry with minimum of 10 years’ experience, risk management experience preferred.
•    Knowledge and understanding of regulatory requirements, namely those from the Japan Financial Services Agency, Bank of Japan, Ministry of Finance, Japan Securities Dealers Association.
•    Prior experience in Finance/Risk/Compliance/Audit/Governance.
•    Excellent written and spoken English, with additional ability in Japanese preferred.
•    Very strong communication skills (both written and verbal), with the ability to interact confidently with senior stakeholders.
•    Ability to manage multiple tasks successfully and efficiently.
•    Strong analytical, conceptualisation and independent thinking skills.
•    Ability to present complex risk issues to senior and non-technical stakeholders.
•    Excellent interpersonal skills, multicultural awareness and sensitivity.
•    Pro-active risk management.
