Job Summary

 

The CIB Strategic Regulatory Initiatives Team sits within the COO office for the Corporate & Investment Banking (CIB) business.

 

The team provides CIB with capabilities to drive regulatory and risk programmes and initiatives across CIB businesses, working in an agile operating model with each segment and product area.  Due to the nature of these programmes and initiatives, the team support not only the CIB Business but more broadly collaborate and engage across other divisions in the Bank to ensure delivery of pan-bank regulatory and risk initiatives, especially where the majority of work or accountability sits within CIB.

 

Such regulatory and risk programmes and initiatives may include for example:

  • Complex/Large-scale Regulatory Change (LSRC); 
  • Material Policy changes; 
  • Internally-driven programs supporting the management of regulatory interactions and change (for example, how we engage our regulators and track resulting regulatory actions and commitments);
  • Topical strategic risks; 
  • Strategic change within CIB Conduct & Control, Resilience and Fraud

 

The team enables the business to proactively impact assess new programmes and initiatives, coordinate the approach and interpretation across businesses; support the delivery and partner with the business teams to implement requirements in a consistent and coordinated manner. 

 

The role holder will assume PMO Manager responsibilities, focusing on supporting key regulatory and risk programs to ensure compliance with SCB standards and risk requirements. This position requires strong financial oversight, governance capabilities, and PMO expertise to manage complex initiatives effectively.

Key Responsibilities

 

  • Managing the financials for the portfolio and individual initiatives. This includes supporting program managers and product owners with Statements of Work, raising purchase orders, and clearing invoices
  • Conducting regular financial reviews, controlling expenditures, and reporting on the financial status of individual components and the overall portfolio, in line with the bank’s governance and financial standards
  • Providing data-driven insights to address financial risks and ensuring alignment with the Operational Risk policy
  • Support governance efforts, ensuring adherence to governance standards, maintaining an up-to-date initiatives library, and contributing to submissions for committees and working groups. The resource will also assist in tracking unified backlogs, milestones, risks, and capacity, ensuring a seamless integration of governance and financial management
  • Tracking and updating the benefits or value delivered by initiatives to ensure alignment with strategic objectives
  • Ensuring all financial approvals and related documentation are stored systematically for future reference and audits
  • Manage End -to End Clarity maintenance of LSRC initiatives
  • Support ongoing governance forums to support the programme activities, including the preparation of reporting, presentations and running of meetings
  • Support management of programme implementation and delivery risks, issues and dependencies, ensuring mitigation planning and appropriate escalation when needed
  • Comply with Programme Management Standards and the SDF Control Framework (including Agile)
  • Support the maintenance of project documentation, ensuring accuracy, completeness, and adherence to Change Delivery Standards
  • Assist in the preparation of project status reports, dashboards, and presentations for leadership
  • Support the operations of the CIB regulatory refinement forum (RF) through generation of metrics and reporting, including providing analysis of relevant metrics to ensure effective management of regulatory change for CIB
  • Collaborate with project managers to coordinate project activities, track progress, and ensure timely delivery of milestones

Skills and Experience

 

  • Minimum 7-10 years of hands-on experience in project management / PMO and stakeholder management in financial services
  • Experience successfully managing PMO activities and finances within programmes and projects, in Financial Services
  • PMP certification or Agile certification or equivalent
  • Ability to take initiative, identify opportunities and work with minimal management oversight to drive the best outcome possible
  • Hands-on individual contributor with an eye for detail and proactive, self-managed work style
  • Excellent written, communication and presentation skills; able to effectively engage, influence and manage senior business stakeholders
  • Experience working in a collaborative manner with global teams
  • Hands-on experience working in an Agile environment
  • Hands-on experience working on ADO or equivalent
  • Strong problem solving and analytical skills
