Job Description: 

The role drives the execution of the MAR Trade Surveillance strategy for Cross Product Surveillance. 

Specific roles and responsibilities include:

  • Completion of surveillance effectiveness reviews, including the review of scenario logics and operational effectiveness for cross product surveillance scenarios.
  • Design of BRDs for automated surveillance, for the automation of manual surveillance and / or design of new scenarios to mitigate residual risks for the surveillance programme, including cross product surveillance.
  • Working closely with BAU stakeholders to identify and document Market Data requirements for all applicable assessment units (including new data sourcing and enhancing existing feeds). Specifically, this should include the additional market data requirements for cross product correlation matrices.
  • Working closely with the data onboarding team to ensure that Cross Product CDE requirements are clearly defined, and venues are appropriately assessed against business requirements as part of the onboarding process. This will ensure that data sourced is fit for purpose against the requirements of Cross Product scenarios.

Key Responsibilities

  • Cross Product Surveillance Effectiveness:
    • Design of scenarios which align to the risk characteristics as closely as possible, to ensure that scenarios obtain optimal logic effectiveness.
    • Providing end-to-end support across the scenario development journey, working closely with colleagues in change management and Technology. This would include answering detailed queries, data analysis, seeking decisions on potential problems and reviewing alternative proposals.
    • Leading UAT processes for newly designed Cross Product scenarios.
    • Completion of surveillance effectiveness reviews, including the review of scenario logics and operational effectiveness. 
  • Data Coverage and Onboarding:
    • Working closely with BAU stakeholders to identify and document Market Data requirements for all applicable assessment units (including new data sourcing and enhancing existing feeds).
    • Reviewing market abuse risk behaviour characteristics to ensure that scenarios; including those which are live, under development or planned to be developed; can utilise market data at the appropriate granularity required.
    • Working closely with the Data team to ensure that appropriate data quality controls are implemented for new market data sources, with alerts to detect issues regarding completeness or data quality.
    • Ongoing review of CDEs for appropriateness, including the addition of new CDEs for more complex scenarios within the scenario development BoW. Ensuring that the requirements for said CDEs are clear, and that the data teams can source the appropriate data elements in-line with said scenarios.
    • Perform pre-liminary scenario impact assessments referencing the market abuse risk assessment for t-shirt sizing of additional data feeds, ensuring that high level business requirements are clear and appropriately documented.
    • Ensure that additional CDEs required for the execution of cross product, intra-product or cross-venue surveillance are appropriately sourced. Ensuring that business requirements are clear, understood by all stakeholders and approved by appropriate decision makers. 
  • As an independent second line risk control function, execute the relevant aspects of the Compliance framework through robust independent risk control and the provision of specialist advice and constructive challenge in a manner proportionate to the nature, scale, and complexity of the Group’s business.
  • Engagement with CFCR regarding scenario applicability for complex products as part of the data sourcing journey. This includes a review of the product dynamics to propose potential scenarios for review, discussion, and decision by CFCR.
  • Responsible for the completion of BRDs for cross product surveillance scenarios with consultation from stakeholders, including: CFCR, Product Heads BAU Surveillance and the Head of Data & Optimisation.
  • Obtaining agreement / concurrence with CFCR regarding the requirements prior to data sourcing. 

Skills and Experience

  • Bachelor’s degree with relevant experience in financial services, preferably within surveillance, compliance, or data-driven risk environments.
  • Good understanding of trade surveillance concepts and market abuse risks, with hands-on exposure to scenario design and surveillance effectiveness reviews, particularly in cross-product contexts.
  • Experience working with financial market datasets, including understanding of key data elements used to support surveillance scenarios.
  • Exposure to data onboarding and data quality processes, including supporting definition of data requirements and validation of new or enhanced data feeds.
  • Ability to support documentation of business and data requirements (e.g. BRDs), working with stakeholders to capture and translate requirements clearly
  • Strong analytical skills with ability to review data, identify inconsistencies, and support analysis of surveillance scenarios and outcomes.
  • Experience collaborating with data, technology, and surveillance teams, supporting delivery activities including testing, and implementation of surveillance scenarios.
  • Good understanding of financial market products and structures (across asset classes and venues), with ability to link product characteristics to surveillance data and scenario design.
  • Strong communication skills with ability to produce clear documentation and engage effectively with both business and technical stakeholders.
