Job Summary

The Basel 3.1 Business Impacts Management (“BIM”) programme is being established as a critical programme sponsored jointly by Risk and Finance to provide governance and oversight to the MT of the Basel 3.1 impacts and changes required to our risk, performance management capabilities and business processes. The programme is establishing workstreams to support key deliverables including; agreement of an output floor methodology, enhancements to Corporate Planning, Forecasting and provision of MI for ongoing performance management.  Critically, the Programme will work with CCIB, CPBB and Treasury Markets businesses to manage impacts of Basel 3.1 well in advance of implementation date as well as collaborating with Hubs and Countries to ensure consistency of approach with respect to Basel 3.1 readiness.  

A strong Senior Manager – Regulatory Reporting & Analytics candidate is required to lead Basel 3.1 calculation workstream and responsible for running, maintaining and enhancing SAS platform-based Basel 3.1 impact assessment tool, managing impact estimation deliverables and coordinate with multiple project stakeholders. 

Key Responsibilities

  • Be a SME for Basel 3.1 (Basel 4) credit and counterparty credit risk calculation: as a technical champion (SAS, Excel) or a regulatory expert.
  • Act within a project team to manage delivery of key reporting and ad-hoc data requests including:
    • Basel QIS requests,
    • PRA queries,
    • Industry data requests.
  • Business Impact analysis and investigations supporting internal stakeholders.
  • Ensuring adherence to the relevant sections of the Prudential Compliance Framework (Group Compliance) and Operational Risk Framework (Group Operational Risk).
  • Develop tactical (in particular: SAS) solution in short time-frames to enhance scope of reporting and scenario analysis, improve calculation accuracy and solve incoming issues.
  • Interpretation and guidance to global stakeholders and Head Office on PRA rules impacts under Basel III/CRD IV, as well as EBA and local rules impacts for other countries in the Group e.g. Hong Kong.
  • Contribute to the development and implementation of other regulatory projects.
  • Contribute to the development and implementation of the new strategic capital solution (SQL).
  • Supporting initiatives including process and business efficiency and improvement of the control environment.
  • Developing new Management Information and collaborating closely with internal and external stakeholders.

Skills and Experience

  • Minimum of 10 years of relevant work experience working on Capital Regulatory Reporting or related initiatives.
  • Experience of supporting Finance/Risk/Regulatory Change initiatives and projects.
  • Technical – technical aptitude, desktop programming (SAS, Excel) and ability to investigate reasons driving differences between coded tactical solution results and the regulatory reporting rules.
  • Datawarehouses, SQL, Moody’s Fermat/RAY, Hyperion HFM.
  • Prudential Capital Regulatory knowledge – Basel III/CRDIV and familiarity with upcoming change in regulation.
  • Good product knowledge and credit risk knowledge.
  • Experience with work with multiple stakeholders; Managerial Information design and operation.
  • Experience of working under pressure to produce high quality reporting in a highly controlled environment.
  • Strong verbal and written communication skills in English.
  • Analytical skills – ability to prepare and analyse financial and regulatory information and report conclusions. 
  • Timeliness – meet tight deadlines maintaining highest quality standards.
  • Teamwork – contribute to the team effort and share the workload.
  • Intellectual – demonstrate fast learning an understanding of financial and regulatory matters.
